About the Role

We are looking for an experienced Project Manager to take full ownership of our Labor Camp EPC project in Abu Dhabi. This is a senior commercial and operational leadership role. You will serve as the primary point of contact for the client, drive contract and commercial management, and provide strategic oversight across the full project lifecycle. A dedicated Construction Manager and site engineering team will handle day-to-day site execution, allowing you to focus on the bigger picture.

Key Responsibilities

Project Leadership & Overall Delivery

Own the full delivery of the EPC project — accountable for schedule, budget, quality, and client satisfaction from award through handover

Develop and maintain the overall project execution plan, aligning design, procurement, construction, and commissioning phases

Chair regular project review meetings; track progress across all workstreams, escalate risks, and drive decisions at pace

Report project status to senior leadership with clear, structured updates

Client Management & Commercial Communication

Act as the company's primary interface with the client — manage the relationship day-to-day and lead all high-stakes negotiations

Anticipate client needs, respond to concerns proactively, and maintain strong trust throughout the project

Lead milestone presentations, progress reviews, and technical/commercial meetings on behalf of the company

Handle client variations, claims, and disputes professionally — protecting the company's position while keeping the relationship intact

Contract & Commercial Management

Take end-to-end ownership of the project contract — ensure obligations are met and entitlements are protected

Lead subcontract negotiations; review scope, pricing, and risk allocation before award

Track and manage contract changes, variations, and claims; maintain a complete commercial record

Ensure all commercial documents — contracts, LOIs, variation orders, meeting minutes — are properly filed and traceable

Subcontractor & Supply Chain Management

Manage the full subcontractor lifecycle: prequalification, negotiation, award, and performance monitoring

Resolve interface issues between subcontractors; clarify scope boundaries and accountability

Conduct regular performance reviews; take corrective action where needed to protect delivery

Work closely with the procurement team on critical material and equipment sourcing strategy

Budget & Cost Control

Hold overall budget accountability; approve major expenditures and maintain cost discipline across the project

Conduct regular cost reviews; identify variances early and drive corrective actions

Manage project cash flow — coordinate invoicing to the client and payment to subcontractors

Maximize commercial recovery through proactive variation management and claims

Schedule & Risk Management

Maintain a high-level view of the project schedule; ensure key milestones are protected

Run a structured risk management process — identify, assess, and mitigate risks throughout the project

Support the Construction Manager and site team in resolving issues that could impact delivery

Mobilize commercial and resource support when the project is under schedule pressure

Stakeholder & Authority Coordination

Manage all external interfaces: client, consultant, EPC partners, Municipality, Civil Defence, and other authorities

Drive government approvals and permits to avoid project delays

Coordinate internal support from design, procurement, finance, and legal as needed

Represent the company in the Abu Dhabi market; identify and develop business opportunities where appropriate

Team Leadership

Lead and align the full project team — Construction Manager, engineers, procurement, QA/QC — around shared goals

Set clear roles, reporting lines, and accountability

Build a high-performance team culture that can operate under pressure and deliver to a fast-track schedule

Qualifications & Experience

Bachelor's degree or above in Civil Engineering, Structural Engineering, or Engineering Management

Minimum 10 years of project management experience in construction or EPC, with at least 5 years as a Project Manager on large-scale projects

Proven track record in Labor Camp, modular/prefab buildings, or similar EPC projects is a strong advantage

UAE or GCC experience is required; Abu Dhabi project experience is highly preferred

Strong background in contract management, commercial negotiations, and claims — this is not a purely technical role

Solid understanding of EPC project structures, procurement cycles, and cost control

Proficient in MS Project, Excel, and standard project management tools

PMP or equivalent certification is an advantage

Familiarity with UAE regulatory requirements, including Municipality and Civil Defence approval processes

What We're Looking For

Someone who leads from the front — commercially sharp, client-facing, and able to hold a complex project together without needing to be in the trenches on site. You know when to push, when to negotiate, and when to escalate. You've done this before in the UAE and you understand how things work here.

岗位职责

1. 项目整体统筹与管理

作为项目第一负责人,全面统筹劳工营地 EPC 项目的整体推进,对项目的进度、质量、成本、安全及合规性负总责;

制定项目总体执行计划,明确各阶段目标与关键节点,协调设计、采购、施工、移交各环节有序衔接;

定期主持项目管理会议,汇总各团队工作进展,识别风险并推动决策落实;

向公司高层汇报项目整体状态,提交阶段性项目管理报告。

2. 业主关系管理与商务沟通

作为公司对外的核心代表,全面负责与业主(Client)的日常沟通、关系维护及重大事项谈判;

深入理解业主需求与合同要求,及时响应业主诉求,维护良好的合作关系,提升客户满意度;

主导参与项目重要商务会议、审查会议及里程碑节点汇报,代表公司立场进行谈判与协商;

处理业主提出的变更、索赔及争议事项,在维护公司利益的前提下推动问题妥善解决。

3. 合同管理与商务谈判

全面负责项目合同的管理与执行,确保公司严格履行合同义务,同时保障公司合法权益;

主导与分包商的合同谈判,审核分包合同条款,确保分包范围、价格及风险分配合理;

识别并管理合同风险,跟踪合同变更,及时处理合同索赔,维护项目商务利益;

确保项目各类商务文件(合同、协议、变更单、会议纪要)的完整记录与存档。

4. 分包商管理与资源协调

负责分包商的筛选评估、谈判签约及全程履约管理,确保分包商按合同要求完成工作;

协调各分包商之间的工作接口,解决资源争抢、施工界面及责任划分等问题;

定期评估分包商表现,必要时采取相应管理措施,确保项目整体交付不受影响;

协同采购团队,把控关键材料及设备的供应策略,确保供应链稳定。

5. 项目成本与预算管控

负责项目整体预算管理,审批重大费用支出,确保项目在批准预算范围内执行;

定期进行成本分析,识别成本偏差原因,推动成本优化措施落地;

管理项目资金流,协调付款计划,确保对业主的回款及对分包商的付款合理有序;

把控商务变更对成本的影响,积极开展正向索赔,最大化项目商务收益。

6. 进度与风险管理

宏观把控项目整体进度,确保各关键节点按时达成,协调解决影响项目交付的重大障碍;

建立项目风险管理机制,定期开展风险识别与评估,制定应对预案并监督执行;

协调内外部资源,支持施工经理及工程师团队解决现场重大问题;

在项目面临工期压力时,从商务和资源层面给予支持,推动整体项目按期交付。

7. 内外部关系协调

作为公司与业主、顾问(Consultant)、政府审批机构及第三方机构之间的核心沟通接口;

推动项目相关政府审批事项(如市政、Civil Defence 等)顺利推进;

协调公司内部各职能部门(设计、采购、财务、法务等)对项目的资源支持;

维护和发展公司在 UAE 市场的业务关系。

8. 团队领导与组织建设

领导并整合项目管理团队(含施工经理、工程师、采购、QA/QC 等),确保团队高效协同运转;

明确各岗位职责边界,建立有效的汇报机制与沟通渠道;

营造积极向上的团队文化,激励团队成员在高压环境下保持高效执行力。

任职要求

1. 教育背景

土木工程、结构工程、工程管理或相关专业本科及以上学历;

具备工程技术背景,同时对商务管理、合同法律有系统性了解。

2. 工作经验

8年以上工程项目管理经验;

具有劳工营地(Labor Camp)、预制模块化建筑或类似 EPC 项目全过程管理经验者优先;

具有 UAE 或 GCC 地区项目经验,熟悉当地业主及市场环境者优先(阿布扎比经验尤佳)。

3. 专业技能

丰富的商务谈判经验,具备与业主、分包商进行合同谈判及索赔处理的实战能力;

熟悉 EPC 合同结构与管理要求,具备合同风险识别与管控能力;

具备较强的项目财务管理能力,能够独立进行成本分析与预算管控;

熟练使用 MS Project、Excel 及相关项目管理工具。

4. 个人素质

具备卓越的领导力与全局视野,能够在复杂多变的项目环境中做出高效决策;

优秀的人际沟通与谈判能力,善于协调各方利益,化解矛盾与冲突;

高度的责任心与抗压能力,能够在快节奏、高压力的项目环境中持续保持高效输出;

诚信务实,具备良好的职业操守与商务道德。

5. 其他要求

持有 PMP 或同等项目管理专业认证者优先;

熟悉 UAE 政府审批流程及相关法律法规;

具备一定的市场开拓意识,能够在项目执行过程中发现并推动潜在业务机会。

Pay: AED20,000.00 per month
