Overview
IvoryCloud is seeking a Project Manager to lead a team and directly interface with the government customer on behalf of IvoryCloud. The ideal candidate brings IT software development management and Agile software service experience for US federal government contracts with a successful management track record, positive references, and exceptional government CPARS record.
Required Qualifications
- 15+ years of IT program/project management experience, with at least 5 years leading federal software modernization or custom application development programs
- 5+ years as PM or Scrum Master on Agile SCRUM teams with a demonstrable record of running teams to deliver value for customers
- Must have experience in agile software engineering/development and in directing an organization with a diverse mix of management, technical and administrative functions
- Proven experience as primary customer interface with government CORs, GTMs, and Product Owners.
- Experience managing teams of 15-20 blended onsite/remote resources across development, UX, testing, and DevSecOps disciplines
- Must possess excellent oral and written communication skills with an ability to communicate at technical tactical, program, and executive levels
- Must have the ability to meet deadlines and perform under pressure
Education
· BA or BS degree in Business Information Systems or similar IT related discipline
Certifications
- PMP certification (required)
- At least one certification such as: Certified Scrum Master (CSM), PMI-ACP, SAFe Agilist, or equivalent Agile certification, is desired
Highly Preferred Qualifications
- Current or recent prior experience supporting Department of Justice/Law Enforcement-related software systems
- Prior experience with law enforcement case management, incident reporting, or criminal justice information systems
- Experience managing Agile software services and cross-functional teams within a Capability Maturity Model Integration (CMMI) Level 3 or higher accredited program
- Familiarity with NIST 800-53 Rev 5, FISMA ATO processes, and Section 508 compliance
- PgMP, SAFe Program Consultant (SPC), or other advanced program management credentials
- Proficient in MS Project, Visio, SharePoint, Teams, and Digital.ai or equivalent (Jira, Azure DevOps)
Key Responsibilities
- Serve as the single point-of-contact for all project activities and communications with the government contracting officer representative (COR) and Integrated Project Team (IPT) on behalf of IvoryCloud
- Ensure satisfactory and timely performance of all requirements identified in the Performance Work Statement (PWS)
- Manage, plan, coordinate, and report on all project activities to the COR and IPT
- Attend and lead bi-weekly IPT demonstration meetings
- Manage a diverse organization with management, technical, and administrative functions
- Oversee high-volume development and maintenance activities for software system support
- Lead agile software engineering/development teams using Scrum methodology
- Direct cross-functional software engineering teams supporting requirements
- Implement and oversee Agile Scrum methodology across all development activities
- Ensure team adherence to Capability Maturity Model Integration (CMMI) Level 3 or higher processes
- Ensure adherence to software configuration management requirements
- Oversee quality control processes and internal testing procedures
- Coordinate off-hours support for software releases, troubleshooting, and system administration
- Lead all Agile ceremonies: sprint planning, daily stand-ups, sprint reviews, and retrospectives
