Collins is seeking a highly motivated and experienced Civil Project Manager for our Design Group to play a key role on our team in Norwood, MA, office. The ideal candidate will have experience in highway design and project management who can bring creative problem-solving skills balanced with a strong background highway design. This position requires the ability to manage design contracts with MassDOT, MBTA, RIDOT, or NHDOT, liaise with clients and government agencies, and direct teams. Receives technical guidance for unusual or complex problems and supervisory approval of proposed project plans. Represents company in communications with clients from initial effort and throughout entire course of agreement activity. Supervises a few engineers and/or drafters on a project basis.

Typical Duties and Responsibilities:
  • Prepares and designs plans for site grading, drainage, paving, utilities, and roadways for public and private sector clients.
  • Ensures documents are in compliance with state and local codes, laws, ordinances and agency requirements.
  • Prepares site plans and authors due diligence studies. Leads efforts in the preparation of engineering reports, plans, and specifications.
  • Makes independent decisions within a general framework.
  • Is active in technical societies.
  • Publishes engineering papers and/or articles.
  • Responsible for projects of varying size and complexity from inception to completion.
  • Works closely with clients.
  • Takes an active role in contract negotiations, project planning, project quality, and project profitability.
  • Oversees project budgets.
  • Responsible for project schedules and timely completion of projects.
  • Plans, conducts, and/or coordinates detailed phases of project work.

  • Ensures accurate client billings and monitors outstanding accounts receivable.
  • Provides leadership in proposal preparation, project scoping and estimating project costs.
  • Responsible for maintaining meaningful relationships with clients.
  • Represents Collins in project meetings.
  • Is available to attend meetings or events outside of normal working hours.
  • Directs and supervises the work of other engineers, drafters and administrative staff.
  • Actively observes and acts in an appropriate manner related to safety.
  • Ensures that staff needing specialized training in health and safety procedures and practices receives such training and that safety is discussed as an important aspect of their work.

Education and/or Experience:
  • Professional Engineer (PE) license required.
  • Bachelor's degree in Civil Engineering or related field (Master’s preferred).
  • 10-15 years of relevant highway, interchange, and roadway design experience with 3 years' or more experience in project management preferred.
  • Hands-on design experience including all of the following: corridor or intersection modeling, construction details, note generation, plans production, quantity take-offs, and cost estimation.
  • Working knowledge of transportation engineering, roadway design, multimodal and Complete Streets design, intersection planning and design, pedestrian and bicycle safety, and a general understanding of the project delivery process.
  • Familiarity with MassDOT guidelines and standards is highly desirable.
  • Familiarity with the procedures and methodologies published in the major national guidelines (e.g., AASHTO & MUTCD).
  • Experience with drainage design, intersection control evaluations (ICE), road safety audits (RSAs) and other studies, multimodal studies, and roundabout peer reviews.
  • Interest in active transportation design and innovative intersections.
  • Experience with providing technical QA/QC
  • Experience with overseeing construction support services (review of submittals and RFIs)
  • Preferred project experience includes roadway reconstruction, roundabouts and other intersection types, shared-use paths, separated bike lanes, signing and striping plans, signal design plans, and construction traffic control plans
  • Proficiency with at least one roadway design software including Autodesk Civil 3D Bentley OpenRoads, InRoads, or GEOPAK, AutoTURN, and cost estimating programs. Civil 3D experience is preferred but not required.
  • Desire to mentor younger staff and Demonstrated experience of organizing and training junior team members on various project components
  • Desire to be involved with business development and project pursuits

  • The employee may be required to lift and/or move up to 25 pounds, and occasionally lift and/or move up to 50 pounds.
  • Specific vision abilities required by this job include close vision, distance vision, color vision, depth perception, and the ability to adjust focus.
  • While in the field, the employee may be required to walk in rugged conditions, work in adverse weather conditions, work at night, and stand up to eight hours or more at a time.
