Job purpose:
To manage the overall development cycle and to coordinate with Project Team to ensure all aspects of the development) financial, technical, commercial, legal, regulatory, etc.) are coordinated, communicated, executed, and delivered as planned, on-time, within scope and within budget, throughout all phases of the development (e.g. feasibility, early pre-planning, concept design, execution, servicing, delivery, and leasing/ selling), by performing the necessary analysis, planning, coaching, controlling, coordination, follow up, monitoring, reviewing, endorsing, reporting and escalation.
Principle Accountabilities:
1. During Project Identification Phase
Provides research and specialist advice in relation to acquisitions, viability and development of projects under the Development Manager’s direct responsibility.
support, review, and endorse the Feasibility Study, Market Research, and Risk assessment done by the Investment Analyst.
Supports due diligence activities.
2. During Project Planning Phase
Participates in setting up primary studies and Project definitions.
Creates the development preliminary plan, outlining initial concept, budget estimates, timelines, site plan, architectural and constructions plans.
Prepares, monitors, records and reports on all project budget elements.
3. During Project Execution Phase
Manages the approved project (through the pre-construction phase); ensuring compliance on matters of quality, budget and program.
Progressively identifies, manages, mitigates and reports project risks, as impacts on the agreed project deliverables.
Works closely with the Project Team to refine and execute the Business Plan.
Develops the monitoring and tracking system required to follow-up the execution of programs and projects.
Coordinates obtaining all regulatory approvals.
Reviews contractual agreements with architects, consultants, clients, suppliers and contractors.
Reviews architectural plans and specifications.
Overviews competitive tendering process and make recommendation.
Ensures that appointment of contractors is in accordance with procurement policy and that their work meets the contract specifications.
Regulars and timely written reporting regarding project progress.
Set regulars meetings with stockholder in order to overcome the problems and find solutions.
Coordinates servicing the project with the necessary services (utilities, communication, etc.).
4. During Project Delivery Phase
Works closely with the Sales Manager to insure operating/ leasing/ selling of the project upon delivery.
5. Undertake general responsibilities
Prepares and present research on a range of property development matters as directed by the Development Director.
Develops and document work practices and procedures.
Negotiates on behalf of the Company as relates to development management functions.
Ensures the timely and accurate reporting of information to the Executive Committee and the Board.
Prepares submissions; collates reports and agendas for Executive Committee meetings, including preparing and issuing meeting minutes.
Insure adherence to all governmental regulatory buddies, internal bylaws, authority matrix, planning and development standards, requirements, internal controls and policies and procedures.
Provide support to the Director of Development to carry out a number of activities and prepare decisions as needed.
Manages and develop staff under his management.
Contributes to developing an effective culture at upholding company values and staff morale.
