The Centre for Humanitarian Dialogue (HD) is a private diplomacy organisation founded on the principles of humanity, neutrality, impartiality and independence. AI is reshaping the risk landscape for international security. Diplomacy is still adjusting. HD helps close that gap - and is looking for a key team member.

HD's AI and Emerging Technologies programme (AIET) convenes officials, technologists and experts from around the world in discreet, outcome-oriented dialogues that complement formal diplomatic and multilateral processes on AI governance. Where formal channels are constrained, HD creates the space for frank, practical conversations that help address risks.

The programme has two main areas of work: an established dialogue track on military applications of AI and a growing track on civilian advanced AI ('frontier AI'), convening governments, AI labs and technical experts on the governance challenges posed by advanced AI. Both tracks aim to support and facilitate the adoption of pragmatic and effective national and international measures to address high-priority risks posed by AI for international security, stability and conflict dynamics.

As Project Officer you will support the operations and activities of the AIET programme, covering both tracks. You will work within HD's Digital Conflict Directorate, which comprises four programmes: cyber diplomacy; social media and conflict mediation; AI and emerging technologies; and outer space.

In this role, you will:

• Design and run project activities on military AI and advanced AI:
  • Organize and facilitate dialogues, consultations and other diplomatic outreach on military AI and advanced AI (drafting meeting agendas, liaising with participants, facilitating key sessions where relevant and co developing background materials and outcome papers)
  • Monitor, research and analyse key developments in AI and international security, and translate them into programme insights, for example on military AI - decision support systems and autonomous systems - and on advanced AI - accidental and deliberate misuse risks (e.g. impact on critical infrastructure, CBRN related).
• Build relationships and represent HD's AIET team
  • Develop and maintain links with relevant experts in governments, AI companies, expert communities, partner organisations, donors and multilateral bodies
  • Represent HD at meetings and in engagements with officials and experts on AI
  • Collaborate with HD country teams and regional offices on region specific diplomatic activities.
• Contribute to donor relations, reporting and strategic development of the AIET programme
  • Ensure projects are implemented and reported on in a timely manner, drafting project reports as required
  • Draft project documents and concept notes
  • Contribute to fundraising efforts and donor relations
  • Contribute to the strategic planning for the AI team and the Digital Conflict Directorate

You might be the right person for this role if you:

• Have at least 4-5 years' experience working in AI policy and/or peace and conflict, disarmament, diplomacy, technology policy or a closely related area
• Bring subject matter expertise on military applications of AI and/or advanced AI safety, including familiarity with key government positions and international governance initiatives
• Have an existing network in the AI governance space - including governments, AI companies, experts or multilateral bodies
• Hold a relevant Master's degree (e.g. peace and conflict studies, international relations, technology policy or related field)
• Are comfortable operating in varied diplomatic settings and engaging with a range of interlocutors with political astuteness
• Write and communicate excellently
• Thrive in a small, entrepreneurial team working on fast moving and high stakes issues
• Are an excellent English speaker; other languages are an asset.
