Job Summary:


The Project Section Manager within the Excellence and Strategy Office is a leadership role responsible for overseeing and managing a portfolio of projects focused on driving organizational excellence and achieving strategic objectives. This role will lead a team of project managers and specialists, ensuring the successful planning, execution, monitoring, and closure of projects. The Project Section Manager role will be instrumental in ensuring projects alignment with the overall strategic direction of the organization.


Responsibilities:


Team Leadership and Management:

  • Lead, mentor, and develop a team of project managers and project specialists.
  • Assign projects, set clear objectives, provide guidance, and monitor team performance.
  • Foster a collaborative and results-oriented team environment.
  • Identify training and development needs for team members.

Strategic EPMO Governance

  • Define and implement the EPMO framework, ensuring alignment with organizational strategy
  • Establish project prioritization criteria for development projects, balancing compliance, social impact, and resource efficiency.
  • Develop standardized methodologies for managing diverse projects

Project Portfolio Management:

  • Oversee the planning, initiation, execution, monitoring, and closure of a portfolio of projects within the Excellence and Strategy Office.
  • Ensure projects are aligned with the strategic priorities and objectives of the organization., sustainability goals, and social impact metrics.
  • Manage project dependencies and ensure effective resource allocation across the portfolio

Project Planning and Execution:

  • Guide the development of comprehensive project plans, including scope, timelines, budgets, and resource requirements.
  • Ensure adherence to project management methodologies and best practices.
  • Monitor project progress, identify potential risks and issues, and implement mitigation strategies.

Stakeholder Management:

  • Build and maintain strong relationships with key stakeholders across different departments and levels of the organization.
  • Work closely with government agencies, nonprofits, community organizations, and correctional facilities to develop and implement effective rehabilitation and reintegration strategies
  • Effectively communicate project status, risks, and issues to stakeholders.
  • Facilitate collaboration and alignment among project teams and stakeholders.

Performance Monitoring and Reporting:

  • Establish key performance indicators (KPIs) and metrics to track project success and impact.
  • Prepare and present regular project status reports to senior management on project progress, outcomes, and recommendations for scaling successful initiatives.
  • Analyze project data to identify trends, insights, and areas for improvement.

Continuous Improvement:

  • Coordinate internal/external audits, addressing gaps in projects delivery or documentation.
  • Promote a culture of continuous improvement within the project management function.
  • Identify and implement opportunities to enhance project management processes, tools, and methodologies.
  • Ensure lessons learned from projects are documented and shared for future initiatives.

Risk Management:

  • Identify potential challenges in projects implementation and develop mitigation strategies to ensure continuity and sustainability.
  • Proactively identify risks (e.g., funding gaps, policy changes, recidivism challenges) and develop mitigation plans.

Alignment with Excellence and Strategy:

  • Ensure all projects within the portfolio directly contribute to the organization's excellence initiatives and strategic goals.
  • Collaborate with other teams within the Excellence and Strategy Office to ensure a cohesive and integrated approach.
  • Stay abreast of best practices and emerging trends in project management, organizational excellence, and strategic execution.


Qualifications:

  • Bachelor's degree in business administration, Engineering, Project Management, or a related field.
  • Minimum of 7 years of extensive experience in project management / EPMO management.
  • Proven experience managing complex projects with cross-functional teams. preferably within development projects, social services, criminal justice reform, or rehabilitation programs.
  • Excellent communication and stakeholder management abilities, with experience collaborating across sectors.
  • Project Management Professional (PMP) certification,
  • PMO-CP (PMO Certified Professional) or equivalent is highly preferred.
  • Strong understanding of project management methodologies (e.g., Agile, Waterfall, Lean).
  • Familiarity with strategic planning and execution processes.
