Property & Logistics Specialist

POSITION SUMMARY:

Provide a full range of property and logistics support to the Agent Operations Command. Support includes daily property and equipment management; shipping and receiving support; preparation and support of operational missions; and support of command training events. This position requires an understanding of the Federal Property Management Regulations (FPMR & FMR) and the DOE Property Management Regulations (DOE-PMR).

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Manage and control all government property (accountable property, store’s inventory, supplies and equipment) located within an assigned custodial area, in close coordination with federal and contractor property management staff, and in accordance with the OST Property Management Program and ITP business processes.
  • Manage supplies and stores controlled within the custodial area to ensure 100% accountability, including records maintenance in OST databases, hard copy records management, issuing and receiving of supplies and equipment, and control of supply inventory.
  • Participate in all scheduled property/logistics meetings, conferences, and training.
  • Perform property and logistics activities in support of Command activities, to include off site training support.
  • Maintain professional and technical knowledge by studying all relevant laws, regulations, orders, and policies; attending educational workshops; reviewing professional and technical publications, establishing, and maintaining professional liaisons, networks with subjects-matter experts; and participating in professional associations/affiliations.
  • Ensure that integrated safety management principles are applied to all duties. Perform all activities and tasks in a safe and healthful manner.
  • Assist the Armory and Munitions Specialist as required to meet the sections overall missions.
  • Ensure that quality management principles are integrated into all duties to include conducting self-assessments on internal AOC logistics operations.
  • Serve customers (external and internal) by focusing on quality as it relates to the customer; anticipating/understanding customer needs and expectations; responding expeditiously to customers’ questions, requests, and concerns; and satisfying customer needs and expectations.
  • Contribute to team effort by focusing on OST mission, goals, and objectives; accomplishing tasks and assignments in a professional and timely manner; keeping appropriate members informed regarding the status of tasks and assignments; establishing and maintaining professional working relationships; working amicably, cooperatively, and productively with team members; assisting others as needed, and accomplishing other duties/tasks as assigned/directed or as necessity dictates.
  • When approved by the Program Manager, provide support to offsite and local training activities to include supporting roadblocks and serving as an exercise role-player.

POSITION QUALIFICATIONS:

Education/Experience/Qualification

  • High school diploma or equivalent.
  • A minimum of two years’ experience performing government property or logistics functions.

  • Ability to manage multiple conflicting priorities.

  • Strong Microsoft Office skills.
  • Ability to learn, understand and comply with the Federal Property Management Regulations (FPMR), the DOE Property Management Regulations (DOE-PMR) and the OST Personal Property Management Manual to control OST government Property.
  • Ability to lift 68 pounds.
  • Ability to travel for training and to support AOC training events.
  • Ability to obtain license and certification to operate motor vehicles and any specialized equipment required for supporting and maintaining the requirements of the OST training program.
  • Ability to obtain and maintain an appropriate DOE security clearance.

Working Conditions

Work is performed in an office, warehouse, or classroom setting or outdoors on a range or in support of a training exercise. Worker may be exposed to dust, fumes, loud noises and the environment.

Physical Demands

Work involves much standing or walking. Some kneeling or bending involved. When in the office, work is sedentary, which requires sitting most of the time. Work will involve moderate lifting, carrying, pushing or pulling.
