General Description and Qualifications

Do you have an eye for detail and a love for making sure our city is safe? The Building Division of the City of Grove City is currently seeking a Building Property Maintenance Inspector. The Building Property Maintenance Inspector, under the immediate supervision of the Chief Building Official is responsible for all aspects of enforcement of zoning, property management and sign codes. The incumbent assists in researching zoning request and is responsible for inspections and action on zoning violations that may include court appearances.


The Building Property Maintenance Inspector shall be chosen solely on the basis of their executive and administrative qualifications in the profession of code enforcement, as shown by the adequacy of their technical training and their successful experience in code enforcement. Qualifications:
  • Has completed their secondary education (High School Diploma, GED or equivalent).
  • Has proven ability in oral and written communications.
  • Has the ability to establish and maintain effective working relationships with public officials, state and federal authorities, civic leaders and the public in general.
  • Has a combination of formal education and experience sufficient to equip the incumbent with a thorough knowledge of and experience in applying zoning and other codes to practical situation. Possession of an ICC Property Maintenance Certification or the ability to obtain such certification within one (1) year.
  • Sufficient knowledge of the professional field to carry out a full range of varied responsibilities and discharge the accountability required of the Building Property Maintenance Inspector.
  • Must possess a valid Ohio driver's license and maintain insurability under the City's vehicle insurance policy.

Essential Functions of the Position

The Building Property Maintenance Inspector shall have the following duties under the immediate supervision of the Chief Building Official:


  • Conducts the activities associated with administration, application and interpretation of the zoning and property maintenance ordinances of the city, maintaining records and files supporting such function and preparing reports on the status of such activities; Investigates property maintenance and zoning code violations allegations; Works with property owners or tenants to eradicate property maintenance or zoning code violations; Prepares documentation on violations for use in actions in county or local courts, notifies violators and testifies to such violations as required; Administers the grass cutting program for nuisance properties; Coordinates activities with the county health department and represents the interests of the City before the Environmental Court as appropriate.
  • Maintains contact with City personnel/departments, the general public, and various government agencies/officials in order to obtain or disseminate information related to the essential position functions.
  • Maintains required licensures and certification.
  • Meets all job safety requirements and all applicable OSHA safety standards that pertain to essential functions.
  • Demonstrates regular attendance.
  • Performs other related duties as assigned.
  • Obeys and promptly executes all orders of the Administrative Assistant.

Working Conditions and Equipment Operated

The employee has exposure to possible injury due to unclean or unsanitary conditions, chemical compounds found in an office environment (e.g., toner, correction fluid, etc.); ascends and/or descends stairs; has contact with potentially violent or emotionally distraught persons or vicious animals; regularly required to lift, carry, push or pull objects 30 lbs or less.


Note: In accordance with the U.S. Department of Labor physical demands strength ratings, this is considered light work.

Must possess a valid Ohio driver's license and maintain insurability under the City's vehicle insurance policy. Possesses or ability to obtain an ICC Property Maintenance Certification within 1 year.

2025 Insurance – HDHP with HSA

2025 City Funding Levels - $2640.00 (single) and $4000.00 (family)

Pursuant to Chapter 161.09, employees pay 15% of the monthly premium which equals $83.22/pay or $166.44/month for single coverage and $198.82/pay or $397.64/month for family coverage – all on a tax exempt basis.

HSA Wellness Incentive - $250.00 for each enrolled employee and spouse for participating in an annual bio-metric screening.
