POSITION: Property Manager of Affordable Housing

REPORTS TO: Regional Property Manager

JOB DESCRIPTION: The Property Manager is responsible for the overall operations of the property, ensuring compliance with LIHTC regulations, maintaining high occupancy levels, providing excellent customer service to residents, and overseeing daily administrative and maintenance functions. The ideal candidate will have a working knowledge of affordable housing compliance, particularly within the LIHTC program in Illinois.

KEY DUTIES AND RESPONSIBILITIES:

  • Oversee the day-to-day operations of the property, including leasing, rent collection, and maintenance coordination.
  • Ensure full compliance with all LIHTC regulations, income certifications, and re-certifications per HUD guidelines.
  • Conduct applicant screenings, income verifications, and prepare all necessary documentation for move-ins and annual re-certifications.
  • Maintain accurate and organized resident files, financial records, and regulatory paperwork in accordance with company policies and LIHTC program requirements.
  • Prepare and submit monthly reports, rent rolls, occupancy summaries, and other required documentation to ownership and regulatory agencies.
  • Respond promptly to resident concerns, maintenance requests, and property emergencies.
  • Work closely with the maintenance team to ensure timely completion of work orders and unit turnovers.
  • Monitor property appearance and ensure ongoing cleanliness, safety, and curb appeal.
  • Market the property to maintain high occupancy and manage waitlists in accordance with fair housing and LIHTC guidelines.
  • Enforce lease agreements and company policies, including addressing lease violations, late payments, and eviction proceedings when necessary.
  • Coordinate annual inspections and audits with State Agencies, ensuring the property passes all compliance reviews.

REQUIRED SKILLS &ABILITIES:

Affordable Housing, Tax Credit, LIHTC

MINIMUM QUALIFICATIONS:

Accredited Resident Manager or Resident Housing Manager designations preferred -with a mandatory minimum of 3 years of experience in the supervision of site operations. Must be certified in; Tax Credits, Certified Occupancy Specialist, or preferred Blended Occupancy Specialist.

WORK HOURS: 40 hours per week. Must be available on weekends for emergencies.

Job Type: Full-time

Pay: $60,000.00 - $70,000.00 per year
