About the Position:
The Property Manager will serve as the dedicated, full-time accountable property resource for the OMES III contract in Greenbelt MD. This individual is responsible for the comprehensive, day-to-day management of a large volume of contract accountable property, including Government-Furnished Property (GFP), contractor-acquired property, and ETIS-designated assets.
Responsibilities:

Maintain accountability for a high-volume inventory of contract property including equipment, materials, and ETIS-designated assets.

Record and track all property movements, additions, transfers, and disposals in the approved property management system.

Conduct and support physical inventories on a scheduled and ad hoc basis, reconciling results against property records.

Process property receipts upon delivery and verify items against purchase orders, shipping documents, and fabrication records.

Onboard and integrate ETIS property assets into the contract property management system, establishing accurate baseline records.

Ensure all ETIS property entries are complete, traceable, and compliant with applicable NASA and FAR requirements.

Coordinate with program teams to validate ETIS property assignments, locations, and custodians.

Lead and execute corrective action plans resulting from property audits, ensuring timely closure of findings.

Develop and maintain audit-ready documentation, including property records, logs, and supporting evidence packages.

Interface directly with auditors, the COR, and program leadership during audit activities and reviews.

Identify systemic property management vulnerabilities and implement preventive process improvements.

Liaise with procurement personnel and vendors to track incoming property and ensure proper receipt processing.

Coordinate with subcontractors to ensure flow-down of government property requirements and compliance verification.

Work cross-functionally with engineering, logistics, and program management teams to support property-related operational needs.

Maintain working knowledge of updates to FAR Part 45, DFARS, and NASA property management policies.
Required Qualifications:

10 or more years of hands-on Federal Government property management experience in a contractor or agency environment.

In-depth working knowledge of FAR Part 45 (Government Property) and associated DFARS supplements.

Familiarity with NASA property management regulations, including NPR 4100.1 and related directives.

Demonstrated experience managing large-volume accountable property inventories including GFP and contractor-acquired property.

Experience processing property receipts, movements, transfers, and disposals with full audit trail documentation.

Proven experience supporting or leading property audit activities and executing corrective action plans.

Proficiency with government or contractor property management systems (e.g., iNovah, DPAS, or equivalent).

Strong written communication skills; ability to prepare property reports, corrective action plans, and formal deliverables.

Ability to work independently and manage multiple concurrent property-related priorities with minimal supervision.

Associate’s degree or higher preferred; candidates without a degree will be considered with demonstrated experience of 10+ years in a directly relevant federal property management role.
Preferred Qualifications:

Bachelor’s degree in business administration, Logistics, Supply Chain, or a related field.

Certified Professional Property Manager (CPPM) or similar NPMA certification strongly preferred.

Prior experience on NASA JSC contracts or familiarity with JSC organizations, processes, and property systems.

Experience integrating new property portfolios (e.g., program transitions, ETIS onboarding) into established property management systems.

Familiarity with ETIS (Equipment Tracking and Information System) or equivalent NASA asset tracking platforms.

Experience supporting subcontractor property flow-down oversight and compliance verification.

Familiarity with property management software configuration, reporting modules, and data reconciliation processes.

Strong organizational skills and demonstrated attention to detail in high-volume, compliance-driven environments.
