Proposal and Operations Specialist

Precision Collective is seeking a polished, resourceful, and proactive Proposal and Operations Specialist to provide critical support to the CEO. This role requires a high degree of intelligence, critical thinking, decision-making, and professionalism to effectively navigate complex situations. You will be a trusted partner to the CEO, managing communications and high-level engagements with precision and confidentiality. The Proposal and Operations Specialist will be a key contributor to the proposal, operations, and marketing support functions of a fast-growing professional services company, which will have a significant impact on our continued growth. This person will help keep both the Operations and Business Development/Proposal teams organized by coordinating meetings, managing corporate materials, assisting with proposal efforts, and supporting content development. Additionally, the Proposal and Operations Specialist will be responsible for assisting in the management of the business and functional aspects of major programs, in accordance with established contract requirements and/or corporate policies, procedures, and guidelines. In addition to having excellent MS Office skills, the ideal candidate should also possess proficiency with SharePoint.

Key Responsibilities:
  • Meeting Coordination: Organize internal and external meetings, including agenda preparation, document compilation, and follow-up on action items.
  • Document Management: Prepare and edit reports, correspondence, presentations, and meeting minutes, maintaining accuracy and professionalism.
  • Document and Proposal Preparation: Draft, format, and edit professional proposals and supporting documents, ensuring accuracy, clarity, and alignment with organizational objectives.
  • Proposal Coordination: Coordinate cross-functional input, manage timelines, and oversee submission processes to ensure high-quality, on-time proposal delivery.
  • Cross-Functional Collaboration: Work closely with senior executives, Human Resources, Finance, Business Development, and Operations to streamline organizational initiatives.
  • Office Management: Oversee office operations, including vendor coordination, facility management, supply inventory, and preparation for new hires and exiting employees.
  • Event Support: Assist in planning and executing company-wide events and high-level engagements.
  • Executive Support: Provide seamless assistance to other senior leaders when needed, ensuring consistency and continuity.
Additional Responsibilities:
  • Assist in the development, implementation, and enforcement of policies, procedures, and initiatives aligned with corporate strategy, organizational culture, and operational objectives.
  • Partner with leadership to support performance management, talent development, employee engagement, and strategic workforce initiatives.
  • Develop compliant, persuasive, and well-structured business development and proposal content for DoW and civilian government agencies, including analysis of RFPs, RFQs, RFIs, and related communications to inform response strategies.
  • Identify, gather, and synthesize technical inputs, documentation, and resources to produce high-quality, detailed deliverables.
  • Create and refine executive communications, presentations, and visual materials that translate strategic vision into clear, decision-support content.
  • Collaborate on graphic design concepts and maintain a centralized repository of best-in-class proposal and communications materials, ensuring proper archiving and retrieval within SharePoint.
  • Utilize Microsoft Office 365 (Word, Excel, PowerPoint, SharePoint) to develop professional documents, manage content, and support business development efforts.
  • Demonstrate flexibility and responsiveness in managing competing priorities and urgent, time-sensitive assignments.
  • Perform additional duties as assigned in support of organizational objectives.

Required Qualifications:

  • Bachelor’s degree
  • A minimum of 5 years of proposal operations experience.
  • Prior success working under deadlines in a dynamic, changing environment.
  • Exceptional organizational skills with meticulous attention to detail and a proactive approach.
  • Advanced proficiency in Microsoft Office Suite (Outlook, Word, Excel, PowerPoint).
  • High emotional intelligence, professionalism, and the ability to handle sensitive information with confidentiality.
  • Excellent interpersonal and communication skills, with the ability to interact and build meaningful relationships with associates at all levels.

Preferred Qualifications:

  • Experience in a government contracting or defense industry environment.
  • Superior writing, editing, and communication skills.
Security Clearance Requirement:
Must be US Citizen with the ability to obtain/maintain a security clearance.
