Precision Civil Engineering, Inc. has an immediate need for an experienced full-time Proposal Developer. This position is part of the Business Development Team and reports to the Director of Business Development and Division Managers. This position will work with the Development Team and other departments and will take the lead in preparing multi-departmental proposals and reports for Municipalities, Government Agencies, Private Developers, and Educational Facilities. Additionally, this position will work with the Development Team to conduct industry research to identify new opportunities and grow revenues of the company. This position will lead the preparation of competitive proposals (RFPs/RFQs/SOQs) across planning, environmental, engineering, construction management and surveying services. This role is both coordinator and strategist: ensuring compliant, polished deliverables while also acting as a proactive marketer—learning PCE’s full suite of services and helping position and upsell our expertise in every proposal.
Job Responsibilities:
- Monitor portals (OpenGov, PlanetBids, Builders Exchange, Public Purchase, APA California, city/county websites) daily for new solicitations.
- Prepare proposals for municipalities, developers, and school districts, gathering and formatting information based on the organization’s vision and capacities to complete a proposed project.
- Partner with division leaders to refine scopes, approaches, and upsell PCE’s integrated service model.
- Outreach to other firms for on-going teaming opportunities.
- Obtain approvals for submitting proposals and writing all draft versions.
- Proactively identify cross-selling opportunities.
- Preparing project reports by assembling necessary qualitative and quantitative data to document that project objectives are being met.
- Maintain and expand a boilerplate library (firm profile, QA/QC, safety, DEI, DBE partnerships, resumes, project examples).
- Determine proposal concepts by identifying and clarifying opportunities and needs, studying proposal requests (RFPs), and attending strategy meetings.
- Create and maintain a calendar with priorities and target dates for information gathering, writing, review, approval, and transmittal to meet proposal deadlines.
- Oversee formatting and branding consistency.
- Enter and monitor tracking data in order to ensure timely preparation and submittal.
- Researching, identifying, and presenting new bid opportunities and updating the pipeline regularly.
- Gather proposal and project report information by identifying sources of information, coordinating submissions and collections, and identifying and communicating challenges associated with proposals.
- Develop proposals and project reports by assembling information; including, project nature, objectives/outcomes/deliverables, timetable, staffing, and evaluation.
- Writing, revising, and editing drafts, including executive summaries, conclusions, and organization credentials.
- Strategize with team to develop organizational value propositions specific to each department and the organization.
- Preparing presentations by evaluating text, graphics, and proposal/report criteria.
- Maintaining quality results by using templates; following proposal standards including readability, consistency, and maintaining proposal support databases/instructions/guidelines.
- Updating job knowledge by participating in educational opportunities, attending staff meetings, and interviewing key staff on projects, experiences, and resources.
- Accomplishing organization goals by accepting ownership of new and different requests and exploring opportunities to add value to completed jobs.
- Track pipeline, shortlist, and wins.
- Follow-up with agencies when a proposal is not successful.
- Identify trends in lost proposals and recommend improvements.
Qualifications & Experience:

- Skilled in MS Office (Word, Excel, PowerPoint); graphics or Illustrator skills a plus.

Education and Experience:
- Previous experience or knowledge of engineering or architecture practices strongly preferred
- Bachelor’s degree in English, Communications, Marketing, Technical Writing, Journalism, Media, Urban Planning, Engineering or related field required.
- 1–3+ years proposal development experience in A&E, planning, or environmental consulting preferred.

Pay: $65,000.00 - $80,000.00 per year
