Proposal Writer & Manager

Areeva Solutions is seeking an experienced Proposal Writer/Manager to lead our proposal development process for federal opportunities. This role is critical in securing new business by crafting compelling, compliant, and competitive proposals; researching incumbents and competitive landscape; developing clear win themes and value propositions; and supporting proposal graphics and visuals. You will manage the full proposal lifecycle from opportunity identification through strategy, writing, reviews, production, and submission, while collaborating closely with capture, delivery, and executive stakeholders.

Key Responsibilities

Proposal Lifecycle & Management

  • Manage end-to-end proposal lifecycle (RFP/RFQ/RFI) from opportunity identification through submission and post-submission support.
  • Analyze solicitation documents to derive requirements, evaluation criteria, and risks; develop compliance matrices and annotated outlines.
  • Create and manage proposal schedules, milestones, and data calls; ensure contributors meet deadlines.
  • Implement structured review processes, including color team reviews (Pink, Red, Gold), and integrate feedback to strengthen proposals.

Writing, Editing & Content Development

  • Lead creation of persuasive proposal content across all volumes, including executive summaries, technical approaches, management plans, past performance, and resumes.
  • Write for both technical (IT, systems, PMO) and non-technical proposals (grants, business operations, program support) with tailored tone.
  • Transform raw or technical SME inputs into clear, customer-focused, evaluatable narratives.
  • Perform detailed editing, proofreading, and formatting for clarity, consistency, and compliance.

Strategy, Win Themes & Research

  • Conduct research on incumbents, competitors, and similar awards to inform positioning and solution design.
  • Define and refine win themes, discriminators, value propositions, and key messages tailored to each opportunity.
  • Integrate win themes and customer hot buttons throughout proposal narrative, graphics, and summaries.
  • Provide strategic input on solutioning and teaming approaches based on competitive landscape.

Graphics & Visual Storytelling

  • Collaborate with graphic designers (or independently sketch concepts) to develop proposal graphics such as solution architectures, process flows, timelines, org charts, and benefit diagrams.
  • Translate complex concepts into visual storyboards that reinforce win themes and improve evaluator comprehension.

Content Library & Business Development Support

  • Build and maintain proposal content library including boilerplate language, past performance write-ups, resumes, and reusable sections.
  • Develop and refine templates to improve consistency and efficiency.
  • Create and update marketing collateral such as capability statements, case studies, and white papers.
  • Monitor relevant opportunities on platforms such as GSA eBuy; coordinate with business development to qualify and prioritize.

Collaboration & Mentoring

  • Work with internal SMEs, project managers, and executives to gather information and validate approaches.
  • Coordinate contributions from teaming partners and integrate into cohesive proposals.
  • Mentor junior writers and provide constructive feedback on writing quality, compliance, and proposal best practices.

Continuous Improvement

  • Apply Shipley or similar methodologies to refine Areeva's proposal processes, tools, and review practices.
  • Capture lessons learned and feed improvements back into templates, libraries, and workflows.

Required Qualifications

  • Bachelor's degree in English, Communications, Journalism, Business Administration, Marketing, or related discipline with a minimum 7-8 years of experience in proposal writing and management for federal government opportunities; 10+ years ideal.
  • Proven track record of winning federal contracts through effective proposal leadership and content development.
  • Demonstrated experience with both technical and non-technical proposals.
  • Strong understanding of federal procurement process, solicitation structures, evaluation methodologies, and contract vehicles.
  • Hands-on experience conducting incumbent/competitor research and integrating findings into strategy and win themes.
  • Demonstrated ability to develop and shape proposal graphics in partnership with designers.
  • Expert-level proficiency in Microsoft Word and strong skills in Microsoft Office Suite (Excel, PowerPoint).
  • Exceptional writing, editing, and proofreading skills, able to produce concise, compelling, compliant text with minimal supervision.
  • Strong project management abilities: capable of managing multiple concurrent proposals under tight deadlines.
  • Excellent interpersonal and communication skills, able to work effectively with diverse stakeholders.

Preferred Skills & Attributes

  • Familiarity with Shipley proposal development methodology or equivalent frameworks.
  • Experience with pricing and budget narratives (in collaboration with finance/pricing teams).
  • Strong analytical and critical thinking skills to craft innovative, customer-centric solutions.
  • Comfort facilitating meetings, leading discussions, and constructive debating approaches.
  • High degree of ownership, accountability, and work ethic, with ability to operate independently in a remote, fast-paced environment.

Pay: Up to $100,000.00 per year
