About the Role
Public Affairs Specialist responsible for managing government and regulatory relations, public affairs, compliance, and crisis management.
Location:
Multiple Locations — Riyadh & Dubai
Responsibilities

Government and Regulatory Relations Management
-
Establish and maintain regular communication channels with government departments and regulatory agencies at all levels (such as Transportation Bureau, Ministry of Industry and Information Technology, Customs, Environmental Protection Bureau, local municipal governments, etc.) to ensure compliant business operations.

Coordinate with industry authorities, follow up on updates to automotive industry related policies, regulations, and standards (such as emission regulations, import policies, new energy vehicle access, localization requirements, etc.), interpret policy impacts and output business response plans.

Participate in industry associations, chambers of commerce, and government-led industry seminars and policy formulation meetings, represent the company voice, feedback enterprise demands, and strive for policy support and compliance facilitation.

Public Affairs and Compliance Management

Responsible for the application, maintenance, and annual review of various company qualifications, licenses, and certifications (such as vehicle import licenses, sales qualifications, environmental certifications, road transportation licenses, etc.) to ensure continuous validity of qualifications.

Handle government supervision inspections, compliance inquiries, and related issues, take the lead in formulating rectification plans and following up on closed-loop implementation to avoid compliance risks.

Crisis and Public Opinion Collaborative Management

Collaborate with the PR team to handle crisis events related to government and regulation (such as compliance investigations, public attention caused by policy changes), formulate communication strategies, and maintain company brand reputation.

Establish a policy risk early warning mechanism, regularly output policy risk reports, and provide basis for management decision-making.

Localization and Stakeholder Collaboration

Promote the implementation of company localization strategy, coordinate with government requirements regarding local employee hiring, local procurement, technology transfer, etc., and formulate compliant execution plans.

Coordinate with internal company departments to resolve government-level obstacles in business advancement (such as customs clearance efficiency, logistics control, site approval, etc.) to ensure smooth project progress.

Participate in government-led public welfare, community, and industry activities to enhance the company's brand image and social recognition in the local area.
Qualifications
-
Bachelor's degree or above, majors in Public Affairs, International Relations, Law, Business Administration, Automotive Engineering, or related fields preferred.

3+ years of public affairs, government relations, and compliance management experience with multinational companies (automotive industry preferred) in Saudi Arabia/UAE, familiar with Middle East market environment.

English can be used as absolute working language, local language proficiency preferred.

Familiar with local automotive industry regulatory system, policies and regulations, and approval processes, mature government and regulatory agency resources preferred.

Strong policy interpretation and risk prediction capabilities, able to quickly analyze the impact of policy changes on business and output actionable response plans.

Excellent cross-department collaboration capabilities, able to coordinate with sales, legal, supply chain, PR, and other teams to solve complex business issues.

Good business negotiation, communication, coordination, and crisis handling capabilities, able to independently coordinate with government departments and drive matters to completion.
