SUMMARY:
The Director of Human Resources is responsible for the administrative and technical functions of the Human Resources Department that support the employees of the West Allegheny School District. The Director of Human Resources is accountable for planning, implementing, and administering a comprehensive personnel program for all employees of the West Allegheny School District. In addition, the Director of Human Resources is also responsible for working closely with the Superintendent and other members of the executive staff to facilitate support between central office and schools.
ESSENTIAL FUNCTIONS:
· Creates and executes a plan for human resources in alignment with district core values. Identify current and future needs of the district and align processes and procedures including: recruitment, selection, on-boarding, professional and leadership development, training, evaluation, retention, and separation.
· Ensures all staff are in compliance with all mandatory certifications, clearances, policies and mandated trainings.
· Provide technical and advisory assistance to all employees and supervisors in situations of dispute, employee discipline, grievance proceedings, and ensure that policy, contractual and legal timelines are met.
· Monitors the employee performance appraisal system for both professional and support personnel. Assist administrators with employee counseling and improvement plans when needed.
· Administers the writing of position descriptions for all positions, including evaluating the positions and establishing salary ranges to ensure consistency.
· Plans, implements and evaluates effective recruiting and hiring practices.
· Maintains the District HRIS and absence management systems and manage all facets of employee data, including data needed for PIMS reporting and other District reporting.
· Administers all employee leave of absence requests including those for FMLA, paid and unpaid leave, and health or professional development sabbaticals.
· Manages Electronic School Board for all monthly Board agenda items; Prepares all personnel information for the agendas for the monthly Board and personnel meetings. Attends monthly Board and personnel meetings.
· Exercise sound judgement in evaluating and decision making related to employee misconduct situations.
· Conducts new employee orientation and coordinates procedures for processing of all new hires in the district, including review of benefits, compensation, etc.
· Conducts exit interviews with employees as appropriate.
· Serves on the District contract negotiations committee and prepares all relevant information for negotiations.
· Ensures compliance with Veteran’s Preference.
· Collaborate with the payroll specialist to ensure employee compensation and benefits are correct.
· Oversees the annual healthcare open enrollment process in conjunction with the payroll department.
· Oversees workman’s compensation claims and process.
· Make mandatory referrals to the Employee Assistance Program.
· Responds to questionnaires, surveys and correspondence from research or professional organization requesting information on the district’s personnel program and to requests of district personnel on matters not clearly covered by regulation, policy or legislation.
· Reviews and make recommendations for efficient maintenance, tracking and purging of employee files consistent with the law.
· Ensures that personnel files are kept secure.
· Serves as the District’s Open Records Officer; completes RTK requests in consultation with the Superintendent.
· Maintains the district policy manual under the direction of the Superintendent.
· Perform all other duties and responsibilities as assigned by the Superintendent.
QUALIFICATION REQUIREMENTS:
Demonstrate successful administrative skills and/or experience. To function successfully in this position, one must have strong personal, professional and managerial skills and be knowledgeable of human resources best practices in a public-school K-12 setting.
EDUCATION AND/OR EXPERIENCE:
· Bachelor’s degree in human resources, or industrial relations or law degree required
· A minimum of five (5) years of successful experience in a Human Resources leadership role preferred.
· Administrative or leadership role in a school district and central office administrative experience preferred.
· Demonstrated knowledge of PA Department of Education guidelines, collective bargaining, benefit analysis, salary projections, performance evaluation systems and labor laws and regulations.
· Submission of pre-employment medical examination
· Submission of clearances as required by law:
o PA State Police Criminal background clearance
o PA Department of Public Welfare Child Abuse Clearance
o FBI Criminal History Record

Pay: $95,000.00 - $105,000.00 per year
