Plans and oversees the activities and field personnel engaged in in a wide range of construction, maintenance, and renovation projects of varying scope and complexity. Work involves implementing activities, programs, and projects ensuring the proper operation and management of the City's infrastructure and facilities, including but not limited to, fleet, landscaping and beautification and aquatic plant control programs, janitorial services, and the maintenance of buildings and the street and stormwater systems. Ensures all work adheres to applicable codes, standards, and regulations.

Position typically supervises employees and schedules day-to-day work activities to provide optimum efficiency and productivity. Position requires the ability to apply a wide application of principles, theories, and concepts to the assigned function or business area. Reports to the Public Services Operations Manager.


Essential Job Functions

Supervises, provides guidance to, and reviews the work of staff to accomplish operational plans and results.

Plans and oversees business area workflow and time utilization of staff; assigns and communicates daily activities and deadlines to staff.

Assesses, plans, and implements best practice standards and assures compliance with all regulatory guidelines; compiles and submits data and reports.

Prioritizes approved and non-routine construction, maintenance, and repair work; creates and recommends the annual work plan including evaluating fund availability, and staffing and procurement requirements, and logistics of necessary materials, equipment, and supplies.

Monitors and updates schedules and the coordination of maintenance and repair activities per fluctuations in urgencies and amidst competing priorities; develops, establishes, and promotes schedules and procedures for preventive and corrective maintenance schedules; ensures assigned personnel understand the frequent changes in schedules as they relate to urgent matters and varying conditions.

Utilizes the City's work order management system to track work performed by and scheduled for staff; reviews and prepares work performance and accomplishment reports to identify areas for improved efficiencies and effectiveness.

Inspects completed work to evaluate quality, efficiency, and compliance; follows up with appropriate feedback and guidance or recommends re-training personnel as identified/observed.

Manages and coordinates in-house capital improvement projects and assists field crews with Public Services construction and maintenance operations, as required.

Participates in the development of bid specifications; reviews plans and specifications for proposed construction projects prepared by consultants and in-house engineering staff to determine feasibility and ensure designs are consistent with sound construction principles and practices; recommends modifications as necessary; confers with consultants or in-house engineering staff to resolve design problems.

Inspects operations and evaluates the efficiency of mechanical systems; prepares technical reports and recommends courses of action to correct defects or improve production levels.

Purchases, dispenses, and monitors maintenance, electrical, and utility field operations inventory items; evaluates and modifies policies and procedures to maximize use of material and fiscal resources.

Estimates time and materials required for projects and programs; prepares requisitions, maintains inventory, and distributes supplies and equipment required to accomplish daily tasks; utilizes the City's purchasing system to procure required supplies and equipment and monitors expenditures.

Trains personnel in confined and hazardous space entry, safety, maintenance, and operations procedures required by the city, OSHA and other regulatory agencies.

Monitors the maintenance of vehicles used in daily activities; ensures the maintenance of equipment, machines, and tools according to standards and applicable codes; enforces safety regulations among personnel.

Receives, reviews, prepares, and/or submits a variety of documents such as personnel forms, budget documents, purchase requisitions, work orders, mileage, safety, and repair reports, zoning maps, production and technical reports, engineering plans and blueprints, accident reports, and a variety of correspondence.

Provides residents with correct answers, information, resolutions, or referrals to appropriate city personnel in responses to inquiries and complaints; dispatches and/or investigates complaints received from the public.

May visit sites of reported emergency situations; confirms the conditions, responsible party, course of action, and reviews submitted reports of such; informs appropriate city personnel, departments or external agencies of conditions and corrective measures.
Keeps abreast of current trends and theories in construction, installation, excavation, maintenance, and repair of public services operating systems; recommends as appropriate, modifications to increase effectiveness and efficiency of the current systems.

Writes and reviews purchase requisitions; requests for quotes, blanket orders; submits for approval.

Remains on call and available 24/7 including on weekends and City holidays to respond to emergency call-ins for weather incidents, natural disasters, or other critical events.

Adheres to all City and public health and safety guidelines and protocols; performs job functions in a safe manner and reports all safety hazards per established policies and procedures.

Maintains quality communication and interaction with all City employees, representatives from external organizations, and the public to maintain good will toward the city and to project a positive City image.

Demonstrates behaviors that support the City’s Vision and Values.

Maintains on-call work availability as assigned, to prepare for, respond to, or recover from a hurricane, tropical weather event, or other emergency to meet the city’s obligation to remain operational before, during, and after the event; duties assigned may or may not be typical of the job and are contingent upon the needs of the city and the residents because of the event.

Establishes and maintains effective working relationships with those interacted with during work regardless of race, color, religious creed, national origin, ancestry, sex, sexual orientation, gender identity, age, genetic information, disability, political affiliation, military service, or diverse cultural and linguistic backgrounds.

Supervisory Responsibilities
Reviews and evaluates work methods and procedures and meets with management staff to identify and resolve problems.

Assesses and monitors workload; identifies opportunities for improvement and implements changes.

Selects, trains, motivates, and evaluates staff; provides or coordinates staff training; works with staff to correct deficiencies; makes recommendations regarding discipline and termination.

Pay and Bargaining Status
This is an exempt position pursuant to the Fair Labor Standards Act based on the executive, professional and administrative exemptions and is paid by salary, issued bi-weekly. This position is excluded from the collective bargaining agreements between the City of Tamarac and the Federation of Public Employees and between the City of Tamarac and the Local 3080, Metro-Broward Professional Fire Fighters, IAFF.


Minimum Qualifications



High school or GED required; supplemented by four (4) years of progressively responsible experience in public services or large commercial construction and maintenance operations, including at least one (1) year in a supervisory role; or an equivalent combination of education, certification, training and/or experience.

Required Certifications and Licenses

Must possess and maintain a valid State of Florida Driver License and the ability to drive a city owned vehicle per established policies, procedures, and safety guidelines.

National Incident Management System (NIMS) training will be required (and sponsored) according to job duties and responsibilities.

Must possess or obtain within one (1) year of hire, a Facilities and Grounds Certification, and within two (2) years of hire, OSHA 30-hour Construction Safety, Excavation, and Trench Safety Competent Person and Work Zone Control Supervisor Certifications, Florida Stormwater Association Levels I, II, Stormwater Erosion & Sedimentation Control Inspector Certification, Stormwater Certificate A.

PREFERRED QUALIFICATIONS

Aquatic or Right of Way Spray License
