Salary Range: $31.6513 - $36.6274/hour. Salary reflects Step 1 and Step 4 of a 7-step pay scale. Salary at hiring will be dependent upon the applicant's education, experience, and training.
Work Schedule: Monday through Friday, 8:00 a.m. to 5:00 p.m.

Job Summary:
Under direction, to perform duties related to collecting, cleaning, and analyzing data related to Public Works’ infrastructure, utilities, routes, equipment, field services, and finances. The position bridges the gap between field operations and management by transforming raw operational data into actionable insights to improve service delivery, resource allocation, and regulatory compliance.
Scope of Responsibility:
Incumbent demonstrates familiarity with department and functional operations, with the ability to adapt to changing priorities, perform under pressure and work with considerable initiative. Responsibility requires application of asset management principles and judgment, within overall direction established by senior management. Must be able to perform detail-oriented work requiring interpretation of data, policy, process and procedure, including problem resolution, administrative and project management. Under management direction required to apply technology and business processes in new ways to meet asset management objectives.
Asset Management Program Support

Support asset management policy, goals, and strategy.

Interact with all divisions and management to implement, analyze, report, and ensure maintenance programs and efforts meet operational needs and business goals.

Identify opportunities for improving service delivery methods and procedures and resource needs.

Assist in the alignment of Public Works resources, including software and IT systems.

Monitor coordinative workflows and standard operating procedures that directly impact asset information system design and recommend improvements.

Assist supervisors with work order management including verifying integrity of CMMS data, maintenance scheduling, and O&M reconciliation to current preventative maintenance. Assist with creation of preventative maintenance schedule, monitor and recommend improvements.
Data Analysis-
Collect, validate, manipulate, extract, and analyze data ensuring adherence to data standards.

Collaborate with all Public Works’ divisions and IT staff to leverage data in support of asset management plan and goals.

Perform statistical and other analyses on asset condition, performance, and risk data.

Analyze, evaluate and forecast operating performance based on collected data.

Monitor and provide analysis of operating metrics and key performance indicators for management needs.

Track and report on lifecycle costs of critical assets.

Provide data to inform the capital program for its five year strategic capital investment and Business Case Analysis. Run the capital improvement prioritization application utilizing various scenarios.

Create and manage complex datasets based on records or data and calculations.

Provide support to utility billing and assisting with data extraction and reports of large data sets.
Training-
Train new and existing staff to access asset information.

Provide technical assistance to Department staff regarding policies, procedures, and methods related to asset management.
Performs all other duties and tasks as assigned-
Will perform any other function or duty as assigned by the Department.
Required Qualifications and Skills:

Bachelor’s degree in Management, Computer Science, Information Technology, Business, Engineering, Mathematics, Economics or Statistics

Three (3), years of working experience with Public Works infrastructure, asset management, municipal infrastructure, business analysis or data analysis
OR-
Five (5) years of working experience with Public Works infrastructure, asset management, municipal infrastructure, or data analysis
AND-
Must be proficient with Microsoft applications including Word, Excel, and PowerPoint

Must have strong computer skills; demonstrated ability to effectively use/learn computer equipment and related software including CMMS and ArcGIS

Must have a valid Montana driver’s license or must be obtained within thirty (30) days of employment
Preferred Qualifications and Skills-
Experience with municipal government and knowledge of department and functional operation

Strong skills in SQL, and data visualization tools (e.g., Tableau, Power BI)

Experience with ETL tools (e.g. FME)

Primarily work is indoors in a normal office environment. Intermittent physical effort involving lifting of 25 pounds or less and outside work is required. Work requires attention to detail or deadlines between 55% and 80% of the time. A typical workday involves about 75% of the time spent sitting and frequent use of a keyboard. It is necessary to drive frequently to various Public Works sites or attend events at various locations.
