JOB DUTIES

ESSENTIAL DUTIES:

Works under the supervision of the Public Works Director.

Using excellent customer service skills, establishes and maintains effective working relationships with other employees, officials, and all members of the general public.

Operates a motor vehicle to assist in carrying out the business of the department and the city.

Communicates with the department director to ensure information of the division's progress and activities and any significant contacts with the public and media. Communicates with the Mayor, City Council, and City Manager, through the Public Works Director.

Responsible for the efficient delivery of services by the City of Farmington.

Manages the City's Construction Inspection, Water/Wastewater and Streets Operations to ensure infrastructure is in force to meet current and future demand of the city.

Directs the activities of subordinate supervisors and assigned division employees to ensure the most efficient and equitable delivery of services. Manages the division's operations in compliance with the City Personnel Rules, annual pay resolution, and related administrative regulations and policies.

Responsible for all division recruitment, hiring, performance evaluations, commendations, and disciplinary actions under the provisions of the City's personnel ordinance.

Supervises Water and Wastewater Operations & Maintenance The position supervises the operation and maintenance of water distribution and wastewater collection systems, including pumping, treatment, and storage facilities. The role directs utility crews in daily operations, preventative maintenance programs, and emergency repairs, while ensuring compliance with all applicable regulatory requirements such as NMED, EPA, the Safe Drinking Water Act, and the Clean Water Act. The position also coordinates with engineers, contractors, and regulatory agencies on system upgrades, expansions, rehabilitation, and related projects.

Supervises Streets and Roads Operations & Maintenance The position oversees the repair and maintenance of asphalt and concrete pavements, chip seal, overlays, snow and ice control operations, traffic control, and roadway safety activities.

Responsibilities include ensuring compliance with roadway and traffic standards, including MUTCD, ADA accessibility, roadway drainage, and stormwater management practices. The position plans, implements, and monitors annual street maintenance programs, coordinates emergency response to weather events, and supervises capital street improvement projects while directing field crews to ensure quality, efficiency, and safety.

Supervises Construction Inspection The position directs and oversees construction inspection activities for water, wastewater, and street infrastructure projects.

Duties include ensuring compliance with project specifications, materials testing standards, safety requirements, and contract provisions. The role supervises the review of construction plans, contractor coordination, and the enforcement of quality assurance measures, while also overseeing the preparation of inspection reports, documentation of field conditions, and contractor accountability.

Provides financial oversight of the Street Operations, Construction Inspection, Water Operations Fund, and Wastewater Operations Fund. Responsible for the collection and analysis of statistical data related to the operation of the water treatment and distribution system; wastewater treatment and collection system.

Responsible for the periodic review of the water and wastewater systems' rate structure to maintain financial stability of those systems.

Works with the Customer Service Division to ensure proper billing and addresses customer's inquiries and concerns in a manner which ensures expedient resolution and customer satisfaction.

Prepares and defends the proposed annual budget for Water Operations Fund and Wastewater Operations Fund before the Public Utility Commission and City Council.

Manages the assigned budgets to ensure that the division complies with City's annual financial plan and budget and that expenditures are made in accordance with all applicable state laws and City purchasing policies.

Ensures the relationship is maintained between the Operations and Maintenance and other departments and divisions throughout the Public Works Department and the City to provide full coordination of all interrelated activities.

Ensures overall compliance of the City of Farmington with all local, state and federal laws, regulations, and requirements pertaining to the operation of the water and wastewater improvements.

Conducts research, prepares reports, and makes recommendations on issues and matters related to water, wastewater.

Attends Farmington Public Utility Commission meetings to represent the Department on all matters pertaining to the water and wastewater operations.

Communicates and coordinates regularly with others to maximize the effectiveness and efficiency of interdivisional and interdepartmental operations and activities.

Performs other directly related duties consistent with the role and function of this position.

NON-ESSENTIAL DUTIES:

May serve on various city and employee committees, as required and assigned.

QUALIFICATIONS

This position is subject to the City of Farmington's Drug and Alcohol Testing Policy which includes: pre-employment testing, post-accident testing, reasonable suspicion testing, return to duty testing, and follow-up testing.

Extensive background checks required.

Bachelor's degree in engineering, public administration, business administration or related field preferred. A Master's degree in public administration, management, business or related field may be substituted for two years of the experience requirement. Ten (10) years experience in Public Works is considered equivalent to the requested education.

Valid driver's license with acceptable driving record for the past three years.

Extensive knowledge of water and wastewater utility operations and the principles and practices of water and wastewater utility management, including strategic planning, budgeting and personnel administration. Working knowledge of surface water treatment and irrigation systems highly desirable.

Comprehensive knowledge of current applicable Federal, State and local laws, rules and regulations for Safe Drinking Water; water production; water distribution and wastewater collection system operation, maintenance, and construction; Clean Water Act; wastewater treatment and biosolids management.

Working knowledge of Wastewater Treatment plant composting and bio-waste solids operations and management.

Comprehensive knowledge of budgetary principles within a municipality.

Comprehensive knowledge of engineering principles and practices, including hydraulic, water treatment, pumping, and storage systems and wastewater treatment.

Ability to plan and organize engineering and construction projects and read and interpret engineering designs, blueprints, specifications and contracts.

Ability to train, assign, motivate, supervise and evaluate the work of others.

Working knowledge of personal computers and applicable word processing and spreadsheet software.

Ability to effectively communicate orally and in writing with customers, clients, contractors, supervisors, employees and general public on matters related to the water and wastewater utilities and solid waste.

Ability to follow verbal and or written instructions. Ability to work under stress and handle stressful situations. Ability to meet deadlines.

Skill in the operation of tools and equipment listed.

Work is performed mostly in an office setting; however, the supervision requires driving a motor vehicle to and from the various City facilities and project sites on a frequent and daily basis. Hand-eye coordination is necessary to operate computers and various pieces of office equipment.
