Public Works Operator

Description

This is a skilled position responsible for the operations and maintenance of the City's infrastructure to achieve the objectives and goals established by the Public Works Department. A Public Works Operator is required to progressively attain the required knowledge, skills, and licensure to meet the job requirements for a Step 4 Public Works Operator within 5 years of hire, depending on their starting step. The Public Works Superintendent and Public Works Maintenance Supervisor will jointly determine when an operator has met the necessary requirements to advance to the next step.

Essential Duties & Responsibilities

Perform numerous manual tasks and perform minor to moderate preventive maintenance and repair of street and utility infrastructure and equipment, including:


  • Utility Operations
    • Read and record daily flow meters and fluoride consumption at well pump houses.
    • Read water meters and service accounts, including posting notices, terminating service, and performing meter maintenance and repair.
    • Perform general hydrant maintenance, including cleaning, winterizing, painting, and lubricating caps.
    • Assist with maintenance of the sanitary sewer system repairs, including flushing, jetting, and cleaning, cleaning of lift stations, and performing minor lift station pump maintenance and inspections.
    • Effectively use ARC Map software to locate city utilities in both daily and emergency locations.
  • Street Operations
    • Operate various equipment while fulfilling street maintenance duties.
    • Perform manual tasks related to the repair and maintenance of City streets, such as blacktop patching, concrete patching and repair, repairing and replacing traffic signs, and painting pavement markings.
    • Maintain storm sewer system, including cleaning, repairing, rebuilding, unclogging, and de-icing drains and storm sewers.
    • Operates and maintains equipment used to clear snow and ice from city streets, public parking lots, and cul-de-sacs, on call in the event of a snow emergency.
    • Perform assorted manual tasks as part of grounds maintenance.
  • Additional Responsibilities
    • Respond to emergency callouts in a timely manner.
    • May lead others in work as assigned.
    • Perform other duties and assume other responsibilities as apparent or as delegated.

Typical Qualifications

STEP 1 – Public Works Operator
Minimum Qualifications
  • High School Diploma or GED equivalent.
  • Good verbal and written English communication skills.
  • Class B Commercial Driver’s License with Air Brake Endorsement.
  • Equipment operator skills and knowledge of safety procedures for heavy equipment, such as dump truck, skid loader, and front-end loader.
  • Able to respond to after-hours emergencies; physically on-site within 30 minutes.

Preferred Qualifications

  • Post-secondary education or training.
  • Water experience
  • Sewer experience
  • Class A CDL, with Tanker and Air Brake endorsements.

Supplemental Information

Knowledge, Skills & Abilities

  • General knowledge of materials, methods, and techniques used to successfully repair and maintain public streets, storm sewer systems, street lights, sanitary sewer collection systems, and a water supply and distribution system.
  • General knowledge of general equipment maintenance and repair techniques.
  • Detailed knowledge of the practices, procedures, equipment, and materials used in Public Works maintenance and construction work.
  • Detailed knowledge of safe operation, maintenance, servicing, and repair of various vehicles, and the ability to operate equipment in a skillful manner.
  • Detailed knowledge of welding and cutting equipment in a safe manner.
  • General knowledge of electricity, pumps, motors, and generators.
  • Experience operating heavy equipment in maintenance or construction work, including installation of underground sewer, water, and/or storm sewer utilities, or applicable related experience.
  • Ability to read infrastructure maps and engineering record drawings for the purpose of locating and marking underground utility mains and street light wires.
  • Have situational awareness when working near high voltage and large rotating machinery.
  • Ability to respond willingly to varied work assignments and flexible working hours.
  • Ability to understand and follow oral and written instructions.
  • Ability and willingness to learn new job skills and work tasks as assigned.
  • Ability to communicate effectively and tactfully with the public and City staff.
  • Ability to establish and maintain effective relationships with others.
  • Ability to perform strenuous work for extended periods of time in all temperature extremes.
  • Experience with basic computer skills, including Microsoft Office Suite, web browsing, mapping, and PDF viewers.
