Job Description:
The Purchasing Manager is responsible for all ordering of necessary spare parts and raw materials as required to maintain the efficiency of the plant. The Purchasing Manager must also develop relationships with the suppliers the plant relies on to get the best pricing and service. The person that fills this job will also be expected to assist in developing and maintaining the plant’s parts and purchasing database.
REGULAR DUTIES
Purchasing Duties
Specific duties and responsibilities include, but are not limited to:
• Procurement of services and materials as required.
• Organize and manage the purchasing activities to allow for an efficient request and procurement process.
• Provide feedback on functionality of the P&M/IT systems to Corporate Procurement and Materials Manager.
• Obtain quotations for operational spares and capital equipment as required to support projects, budgeting and other operational requirements.
• Ensure vendors’ promise dates are accurate and that equipment and services are delivered on time to these dates.
• Monitor approvals and controls to ensure compliance at all times.
• Continuous review and recommendations of minimum parts levels to ensure the plant achieves both operational and financial goals.
• Work with suppliers to develop Vendor Managed Inventory Programs for targeted commodities.
• Purchasing Manager reports directly to the Plant Manager with an indirect reporting line to the Director of Procurement and Materials at Corporate.
• Therefore, the Corporate function will provide support with training and monitoring compliance with P&M and regulatory procedures.
• Review and recommend Inter-Plant Transfer possibilities.
• Initiate, develop, and negotiate goods and services agreements, and manage them accordingly.
• Ensure compliance to purchasing agreements, polices, and procedures.
• Identify and lead process improvement opportunities for purchasing, contract management, supplier selection and sourcing of services, etc.
• Apply competitive bid processes for procuring goods and services. Negotiate product supply and service agreements that best meet the needs of operation in relation to service, delivery, quality, price, and availability.
• Ensure competitive bidding and contract development activities are conducted in an ethical and legal manner.
• Develop and implement purchasing policies, processes, and strategic plans where needed.
• Drive change of existing processes to establish more efficient and effective processes. Maintenance
• The Purchasing Manager will work with and assist the Maintenance Foreman in developing a usable parts inventory system.
• Performs and properly documents all issued purchase orders.
• Will be expected to assist plant personnel in locating required items by locating supplier(s).
• Must possess some mechanical skills and knowledge. (is this required?)
• Will be expected to maintain, document, and modify if necessary, the plant’s parts inventory. Safety Duties
* Maintain an unconditional commitment to work safely.
• Attend safety huddles as needed.
• Purchasing Manager has the responsibility to participate in all required safety training and meetings along with meeting all American Gypsum, Environmental, and OSHA safety requirements.
• Be familiar with applicable OSHA and Environmental regulations.
• Operate in a safe manner following all plant and departmental safety rules and procedures. Additional Duties
• The Purchasing Manager is cross trained with the Parts Clerk to backfill when vacations or other absences are required.

Tools and Equipment Must be able to operate:
• 5,000 lb., 10,000 lb. and a 15,000 lb. fork truck

• Pallet Jack
• Dock Leveler
Must know how to use:

MINIMUM QUALIFICATIONS
• To be eligible for advancement to this classification as an internal candidate, in the previous 12-month period, a candidate must:
• Have a good attendance record.
• Consistently maintain a high standard in terms of safety, dependability, work practices, performance, professionalism, attitude, leadership, and work ethic.
• Other forms of training are acceptable when applying as an external candidate.
• All Applicants
• High School Diploma or G.E.D.
• Working knowledge of wallboard manufacturing process and product.
• Strong verbal and written communication skills.
• Ability to work effectively in a team environment.
• Strong computer skills, must be proficient in Microsoft Word, Excel and Outlook.
• Strong written and verbal skills. • Ability to handle confidential matters with discretion.
• Strong organizational skills, ability to handle multiple tasks and timelines with interruptions.
• Good math skills are required to make precision measurements.
ESSENTIAL FUNCTIONS
• Physically capable of climbing stairs.
• Proficient verbal and written skills.
• Must be able to sit for prolonged periods of time. Must have manual dexterity needed to type on a computer keyboard.
• Continual hand/wrist motion is required to operate computers and office machinery.
• Must possess and maintain a valid driver’s license (is this required?)
• Occasional lifting of up to 40 pounds.
• Purchasing Manager must be able to stand or walk up to 80% (80%?) of the assigned work shift.

WORKING CONDITIONS
• Work is performed mainly in an office environment with ongoing presence required in manufacturing plant.
• Normal work hours are Monday – Friday 7:00 a.m. to 5:00 p.m.
• Occasional evening or weekend work may be necessary.
• The position requires work in the plant, mill, maintenance shop and offices.
• The plant areas are not heated or air conditioned.
• Hearing protection is required in all areas outside of the offices and laboratory.
• Must be physically capable of climbing stairs and ladders, and other means of accessing equipment and work areas to get parts information if necessary.
• Adequate vision and hearing will be required for safe pedestrian movement and inspection of equipment and parts.
• The job requires good organizational skills and the ability to be flexible in a fast- paced environment.
• Must know how to operate a fork lift and a man lift (equipment specific training will be provided)
