Job Summary

The Purchase Executive will be responsible for the end-to-end procurement and supply chain management of specialized IT Hardware (Routers, Switches, Servers) and Electronic Security Systems (CCTV) for Greencode Technologies' projects and internal operations within the UAE. This role demands meticulous attention to regulatory compliance, particularly with SIRA (Security Industry Regulatory Agency) standards in Dubai, and an expert understanding of local customs and logistics.

Key Roles & Responsibilities

1. Strategic Sourcing & Vendor Management

• Core Procurement: Manage the procurement lifecycle for a critical category mix including:
• Networking Gear: Enterprise-grade routers, switches, access points, and firewall appliances (e.g., Cisco, Juniper, Fortinet).
• CCTV Systems: SIRA-approved cameras, NVRs/DVRs, video management software (VMS), and associated storage solutions.
• IT Hardware: Servers, workstations, laptops, and related peripherals.
• UAE Vendor Network: Identify, evaluate, and establish strong relationships with authorized local distributors and system integrators who are compliant and licensed to supply security and IT equipment in the UAE.
• Negotiation & TCO: Lead complex negotiations for high-value hardware and recurring software/cloud services to optimize the Total Cost of Ownership (TCO) while ensuring adherence to technical specifications and quality standards.

2. Regulatory Compliance & Documentation (Critical)

• SIRA Compliance: Ensure all procurement of video surveillance and security systems strictly adheres to the technical specifications, licensing, and equipment standards set by the Security Industry Regulatory Agency (SIRA) in Dubai, or equivalent regulatory bodies across other Emirates.
• Customs & Import: Manage the import process, including the accurate classification of goods using Harmonized System (HS) Codes to calculate applicable Customs Duties (typically 5% CIF) and VAT (5%).
• Documentation: Maintain meticulous records of vendor contracts, price agreements, Certificates of Origin (COO), and compliance documentation (e.g., SIRA approvals) for audit purposes.

3. Supply Chain & Logistics

• Demand Planning: Collaborate closely with the Technical, Engineering, and Project Management teams to forecast hardware and security needs and ensure timely purchasing to prevent project delays.
• Risk Mitigation: Proactively identify and manage supply chain risks related to geopolitical issues, vendor lead times, and potential customs delays specific to the MENA region.
• Logistics Coordination: Oversee the movement of goods from international suppliers to the final destination in the UAE, coordinating with freight forwarders and customs brokers to ensure efficient clearance.

Required Skills & Qualifications

• Experience: 3 - 5 years of experience in a Procurement or Sourcing role, with mandatory expertise in IT Networking Hardware (Routers/Switches) and CCTV/Electronic Security Systems.
• UAE Market Expertise: Proven working knowledge and practical experience with UAE Customs procedures, import documentation, and local commercial practices.
• Technical Acumen: Strong understanding of technical specifications for enterprise IT and security equipment, including networking protocols, camera types (IP/Analog), and recording standards.
• Regulatory Knowledge: Mandatory familiarity with the requirements and approved product lists of the Security Industry Regulatory Agency (SIRA) in Dubai or equivalent local security authorities.
• Education: Bachelor’s degree in Supply Chain Management, Business Administration, or a relevant Engineering/Technology field.
• Soft Skills: High-level negotiation, analytical, and problem-solving skills, with fluency in English (written and verbal).
