Minimum Qualifications:
Three (3) years of professional experience in contracts or an administrative support position. An associate's degree from an accredited college or university can substitute for two years of administrative experience; a bachelor's degree from an accredited college or university can substitute for four years of the required experience.
One year (1) of employment experience working in a professional office environment performing administrative or clerical functions.
Computer proficiency, including Microsoft Office, Word, Excel, and Outlook.
Preferred Qualifications:
Preference may be given to candidates with the following qualifications:
One or more years of working in the State of Florida’s People First system
One or more years with State of Florida contract experience or working knowledge of State Contract or Purchasing Management and associated programs such as FACTS, FLAIR, and Ariba on Demand (AOD).
Experience with Florida government contracts and Fixed Capital Outlay project management.
Background in financial or legal review processes related to public procurement.
Requirements:
Employment in this position is contingent upon a satisfactory Level 1 background check at no cost to the candidate.
Office hours are on site from 8:00 A.M. to 5:00 P.M. Eastern Standard Time, Monday through Friday.

Position Overview and Responsibilities:
The Purchasing Agent III will serve as a Contract Manager for Fixed Capital Outlay (FCO) agreements and other specified projects within the FWRI. This position is responsible for full-cycle contract management, from proposal to close-out, ensuring compliance with agency, state, and federal requirements.
Responsible for following the provisions and requirements in Section 215.422, Florida Statutes, related to the Department of Financial Services rules and FWC’s invoice processing and warrant distribution procedures.
Serve as the liaison between the FWRI Contracts Office, contractors, FWC headquarters offices, and FWRI section staff/project managers for the pre-contract phase.
Ensure accuracy and proper routing of contract documentation.
Advise the project manager on any necessary corrections or changes to the documentation.
Approve deliverables and invoices in collaboration with the FWRI project manager assigned to each specific project.
Assist staff in monitoring deliverables, tracking reports, invoices, and contract expiration dates.
Train staff to verify scopes of work, due dates, payment schedules, and compliance procedures.
Travel statewide as needed to conduct project site visits to verify project progress or completion.
Ensure FWRI’s SharePoint portal site is up-to-date and accurate.
As needed, provide training and instruction to FWRI staff regarding contract program management. Maintain an accurate FWRI Contract list.
Evaluate impact, identify problems, and recommend appropriate action regarding contract practices and procedures. Notify the supervisor of any pertinent issues with the contract process as they arise.
Perform other work as required. Participate in public outreach efforts, as appropriate.

Knowledge of Microsoft Office Word, Excel, Outlook, and Adobe Pro
Possess good customer service, telephone, and clerical skills.
Ability to communicate effectively both orally and in writing.
