Position Summary

The Purchasing Manager, under the supervisor of the Director of Maintenance, actively directs Company purchasing and purchasing agents by soliciting goods or contracted services for purchase, evaluating suppliers, conducting interviews with vendors, negotiating supplier agreements, managing Company supplier and vendor contracts, and ultimately securing items, services, or facilities for use by the Company. The Purchasing Manager constantly monitors what the company purchases, requires, and spends to determine if goods and services meet operational demands and requirements.

This position is subject to drug and alcohol testing, including random testing, under Federal Transit Administration (FTA) drug and alcohol regulations. This position works within the Maintenance Department and reports directly to the Director of Maintenance.

Essential Functions

· Demonstrate effective leadership in building commitment to the organizations’ goals and achieving results through excellent verbal and written communication skills, interpersonal skills, tact, diplomacy, and business insight.

· maintain eligibility to be insured under Berkshire Transit Management, Inc.’s insurance policies for duration of employment.

· Initiate, maintain, evaluate, and revise company purchasing agreements or procedures; consult with other departments to ensure cross-organizational compliance.

· Maintain required procurement documentation, such as vendor quotes, invoices, contracts, or proposals.

· Investigate and resolve complications with purchases or other projects.

· Initiate, investigate, resolve, and maintain documentation on equipment warranty processes and/or claims.

· Initiate, create, refine, and present written reports or other presentations as required.

· Supervise and evaluate the performance of subordinate personnel, when applicable.

· Conduct inventory level evaluations according to company policy or practice, at least annually.

· Maintain inventory levels according to company policy or practice.

· Initiate, develop, document, and enforce company inventory control procedures.

· Maintain a high quality of work with little or no direct supervision.

Non-Essential Functions

· Attend regular trainings as scheduled by the department supervisor and/or Assistant General Manager.

· Complete other duties, or special projects, as assigned by the Director of Maintenance, Assistant General Manager, or General Manager, when required.

· Aid other company personnel with procurement tasks that may not be specifically defined by this description.

Position Requirements

Applicants must:

· At minimum, applicants must possess a high school diploma, or graduate equivalency degree (GED). Preferably, applicants will possess a bachelor's degree, and at least an associate degree, in a field of study related to management, administration, business, business administration, accounting, finance, or other relevant areas.

· Most preferably, applicants will possess professional certifications related to project management, purchasing, audit, or accounting practices.

· Preferably, successful applicant will possess, or be able to obtain and maintain, Massachusetts Hoister’s License 2A/1C certifications.

· Demonstrate a minimum of three (3), and preferably (5), years’ experience in a maintenance, transportation, purchasing, or business environment with escalating responsibility with or without direct supervision.

· Be eligible to be insured under Berkshire Transit Management, Inc.’s vehicle liability insurance policy, and other business liability policies (if applicable) for duration of employment.

· Demonstrate proficient knowledge of modern office computer systems, such as Microsoft Office Suite.

· Demonstrate reliable transportation both to and from work.

· Pass a pre-employment drug and alcohol test.

· Pass a pre-employment physical.

· Demonstrate proficient knowledge of basic math, budgeting, purchasing, and accounting practices

· Demonstrate an ability to think critically about issues while developing creative and compliant solutions

· Demonstrate the ability to explain complex concepts to others in a digestible format when needed; deliver reports and other presentations as required.

· Demonstrate critical thinking skills; produce compliant solutions to organizational issues as they arise.

· Demonstrate the ability to prioritize projects, multitask, and maintain a high quality of work either independently or in a team environment.

· Demonstrate an ability to analyze organizational or individual performance problems, evaluate alternative solutions, and to initiate programs so that issues may be addressed effectively.

· Demonstrate knowledge of basic principles and practices of employee management and supervision.

Licensing

A valid Class D driver’s license is required for this position. Candidates must be eligible for insurance under Berkshire Transit Management Inc.’s vehicle liability insurance policy for duration of their employment.

Preferably, the successful applicant will possess a CDL Class B with Air Brakes and Passenger endorsements. A CDL Class B is not, however, required a condition of future or continued employment. Applicants are not required to apply with a commercial license or a commercial learner’s permit. This position may qualify for paid CDL training for unlicensed Managers, if available.

Medical Requirements

Successful applicants must pass a pre-employment physical. This physical exam is provided at no cost to the applicant after a job offer is extended. Applicants with a current and valid physical will also be required to complete this exam. BTM does not accept physicals obtained while employed elsewhere.

If successful candidate obtains or maintains a Class B CDL, the successful applicant must meet the medical qualifications for commercial driver’s licensing and are required to obtain and maintain a valid DOT Medical Card. This medical exam is provided by a physician registered with the USDOT (Department of Transportation) at no cost to the applicant, after an offer for employment has been offered and accepted. BTM does not accept Medical Cards obtained while employed elsewhere.

Union Status

This job position is not unionized; however, this position may supervise unionized employees, as required.

Hours of Work, Scheduling, and Rate of Pay

This position qualifies as full-time, FLSA-exempt, salaried employment. Full-time supervisors, managers, and department directors work 40 hours per week. Work shifts may include mornings, evenings, weekdays, and weekends, if needed. Individual daily schedules of salaried employees are flexible within typical first shift business hours. This position is conducted primarily on-site, with no remote options. Salary is competitive. Pay is disbursed weekly.

Pay: $60,000.00 - $62,000.00 per year
