Description

Frederick County’s Finance department is seeking an experienced and highly knowledgeable Purchasing Manager to oversee and advance the County’s procurement operations. This leadership role requires a professional who demonstrates sound judgment, a strong command of public-sector procurement practices, and the ability to operate with a high level of confidentiality and independence. The ideal candidate will be resilient, detail-oriented, and capable of asserting and upholding procurement standards while maintaining effective, collaborative relationships with internal stakeholders. This position plays a critical role in ensuring compliance, transparency, and efficiency across all County purchasing functions.

Key Responsibilities
As a Purchasing Manager, you will:
  • Provide strategic leadership in the development, implementation, and enforcement of procurement policies and practices
  • Oversee and execute large-scale purchasing programs to ensure efficiency, compliance, and competitive value
  • Serve as a procurement consultant to departments, supporting specification development, bid processes, contract administration, and negotiations
  • Conduct market research, price analyses, and vendor sourcing to ensure cost-effective purchasing decisions
  • Manage contracts, purchase orders, surplus property, and related procurement documentation
  • Support audits and system enhancements, ensuring accurate reporting and continuous process improvement

What We're Looking For:

  • Experienced in managing full-cycle procurement in local, state, and/or federal government.
  • Exceptional attention to detail with the ability to maintain confidentiality and enforce standards assertively.
  • Must possess 1 of the following certifications:
    • Virginia Contracting Officer (VCO)
    • Professional Public Buyer (CPPB)
    • Professional Public Officer (CPPO)
    • Procurement Professional (NIGP-CPP)
    • Purchasing Professional (CPP)
