Job Summary:
The Purchasing Manager is responsible for developing and implementing procurement strategies that optimize the cost, quality, and delivery of goods and services. This role oversees the purchasing department, ensures vendor compliance, manages supplier relationships, and works closely with other departments to meet operational and strategic goals.
Key Responsibilities:
- Collaborates with other departments and leadership to identify and develop needs and requirements for equipment, materials, products, and acceptable substitutions.
- Develop and execute purchasing strategies aligned with company objectives.
- Lead, mentor, and manage a team of purchasing managers, buyers, and procurement staff.
- Oversee all aspects of purchasing activities including supplier selection, price negotiation, contract management, and delivery timelines.
- Assesses current material availability; reasonably predicts future availability based on the market, delivery systems, and other variables.
- Establish and monitor KPIs to evaluate vendor performance and purchasing efficiency.
- Prepares and presents market conditions and merchandise cost reports.
- Prepares and processes purchase orders and requisitions for materials, supplies, and equipment.
- Drafts, explains, and implements instructions, policies, and procedures for purchasing and contract management.
- Forecast procurement needs and manage inventory levels to ensure supply chain continuity.
- Evaluates and approves conditions for issuing and awarding bids.
- Resolves grievances with vendors, contractors, and supplier.
- Maintains and/or implements purchasing and recordkeeping systems.
- Acts as the company’s representative in negotiations with suppliers.
- Coordinates removal or disposal of surplus materials.
- Develop cost-savings initiatives and strategies to improve procurement processes.
- Evaluate market trends and conditions to identify potential risks and opportunities in sourcing.
- Administers the departmental budget.
- Performs other duties as assigned

Qualifications
- Bachelor’s degree in Supply Chain Management, Business Administration, or related field required.
- 5+ Years of experience purchasing, procurement or supply chain management or related field, with at least three years in a leadership role.
- Knowledge of contract law, import/export regulations, and industry-specific compliance
- 5+ Years in Negotiating with Suppliers and Customers
- Excellent verbal and written communication skills, with proven negotiation skills.
- Excellent interpersonal and customer service skills.
- Excellent organizational skills and attention to detail.
- Excellent time management skills with a proven ability to meet deadlines.
- Strong analytical and problem-solving skills.
- Strong supervisory and leadership skills with the ability to effectively train others.

- Thorough understanding of materials and supplies used in the company.
- Proficient with Microsoft Office Suite or related software.
- Prolonged periods of sitting at a desk and working on a computer.
- Must be able to lift up to 25 pounds at times.
- Must be able to access all areas of the facility to determine needs.
