Purchasing Manager – NASA Glenn Research Center (IMOR Contract)

MTI, Inc. is seeking a proactive and detail-oriented Purchasing Manager to support the Institutional Management and Operations Resources (IMOR) contract at NASA’s Glenn Research Center (GRC) in Cleveland, Ohio. This is a unique opportunity to contribute directly to NASA’s cutting-edge work in aeronautics, propulsion, space power systems, and advanced technology development by ensuring that critical materials, equipment, and services are acquired efficiently, compliantly, and on time.

In this role, you will be part of a high-performing team supporting NASA’s mission within a dynamic research environment. You’ll collaborate closely with engineers, scientists, project managers, and financial teams to support mission-critical operations across the center.

Key Responsibilities

• Source and procure materials, equipment, and services in support of NASA Glenn’s IMOR contract and federal program requirements.
• Ensure full compliance with FAR, DFARS, NASA procurement rules, and company policies.
• Issue purchase orders, solicit bids, evaluate proposals, and conduct supplier analyses.
• Negotiate pricing, terms, delivery schedules, and contract conditions to optimize value for both MTI and NASA.
• Maintain accurate procurement files, documentation, and audit-ready records.
• Collaborate with project managers, finance teams, technical personnel, and compliance staff to meet contract performance goals.
• Track supplier performance and proactively resolve issues related to quality, delivery, or billing.

Qualifications

• Bachelor’s degree in Business, Supply Chain Management, or a related field (or equivalent experience).
• 5+ years of procurement experience, preferably in a regulated environment.
• Working knowledge of FAR/DFARS, government procurement processes, and vendor management.
• Strong negotiation, analysis, and problem-solving skills.
• Proficiency with procurement platforms, databases, and Microsoft Office Suite.
• Excellent communication, organization, and documentation skills.

Preferred Qualifications

• Professional certification such as CPSM, CPP, or equivalent.
• Experience using Costpoint or similar ERP systems.
• Procurement experience in federal contracting, aerospace, defense, or research environments.
