The Purchase Manager will be responsible for end-to-end procurement and materials management for highway and infrastructure projects. This includes sourcing, vendor development, negotiation, and ensuring timely delivery of materials, equipment, and services to support ongoing construction activities in compliance with company policies, project timelines, and government standards (e.g., NHAI/MORTH).

Key Responsibilities:

  • Procurement Planning & Strategy:
  • Develop and execute procurement plans aligned with project schedules and budgets.
  • Coordinate with project planning and execution teams to forecast material requirements.
  • Implement cost-effective procurement practices while ensuring quality and compliance.
  • Vendor Management:
  • Identify, evaluate, and develop reliable suppliers and subcontractors for construction materials (aggregates, cement, bitumen, steel, etc.) and plant & machinery.
  • Maintain and update an approved vendor database as per NHAI norms.
  • Conduct supplier audits and performance evaluations.
  • Tendering & Negotiation:
  • Prepare RFQs/RFPs, float tenders, and analyze bids for technical and commercial compliance.
  • Negotiate terms, pricing, and contracts to achieve the best value without compromising on quality.
  • Manage rate contracts, framework agreements, and long-term supply arrangements.
  • Procurement Execution:
  • Ensure timely issuance of Purchase Orders and Work Orders.
  • Track deliveries and coordinate logistics for on-time material supply to project sites.
  • Manage import/procurement of specialized equipment if required.
  • Compliance & Documentation:
  • Ensure all procurement activities comply with company policies, NHAI/MORTH specifications, and statutory regulations.
  • Maintain accurate records of purchase orders, invoices, and vendor correspondence.
  • Coordinate with finance for vendor payments and reconciliation.
  • Cost Control & Reporting:
  • Monitor material costs against budgets and initiate cost-saving initiatives.
  • Prepare procurement MIS reports (weekly/monthly) for management review.
  • Analyze market trends to anticipate pricing and supply risk

  • Key Skills & Competencies:
  • Strong negotiation and vendor management skills.
  • In-depth knowledge of construction materials, highway works, and plant/equipment procurement.
  • Familiarity with NHAI/MORTH specifications and tendering procedures.
  • Excellent communication and coordination skills.
  • Proficient in ERP systems (SAP / Oracle / Tally) and MS Office.
  • Strong analytical, planning, and problem-solving abilities.

Job Type: Full-time

Pay: ₹30,000.00 - ₹50,000.00 per month
