Job Statement

Under the general supervision of the Procurement Manager, this position is responsible for the establishment and maintenance of a reliable supply chain that facilitates efficient and effective utility operations. The Purchasing Supervisor ensures the proper design and implementation of company-wide policies and procedures for the purchase of materials, services, supplies, parts and equipment. This position manages all Purchasing group personnel and is also responsible for educating and assisting other company employees with the contract and purchasing process.

Essential Duties

  • Leads, directs and coordinates all administrative, contractual and operations aspects of the Purchasing group to meet the needs of Huntsville Utilities in terms of quality, quantity, delivery and service requirements while minimizing cost.
  • Manages the employees in the department in regard to staffing, assigning work, coaching, conducting performance appraisals, signing off on timecards and recommending promotions and terminations.
  • Advises and assists department staff, other divisions and management in purchasing and contracting procedures for goods and services.
  • Reviews specifications for equipment, projects, and professional services with input from other departments and divisions.
  • Serves as lead negotiator for complex technical services, professional services and construction projects.
  • Oversees the purchase of all materials, supplies and major equipment.
  • Maintains all contract records for the company.
  • Ensures that standardized specifications are developed for requisitions and purchase orders and assists field personnel with compliance.

Additional Duties

  • Reviews specifications, work orders, blueprints, purchase orders and other documentation for items to be procured for completeness, accuracy and conformity to requirements.
  • Ensures that the Buyers seek new sources of supply and verify their reliability through discussions with supplier representatives, review of technical and sales data, buyer guides, catalogs, displays, demonstrations and other sources.
  • Coordinates engineering, operations, stores and purchasing activities to ensure that proper controls, issues and buying orders are generated in an efficient manner.
  • Gathers information, organizes and writes routine purchasing reports, instructional procedures and manuals, employee communications and progress reports as required for management.
  • Ensures the development of lists of items and services for competitive bids to maintain a competitive environment while adhering to Purchasing Standards and Policies.
  • Ensures development and maintenance of the master schedule and associated activities for bidding, rebidding or renegotiating equipment, support, or service contracts.
  • Recommends improvements in the business systems applications affecting purchasing and stores.
  • Performs additional duties as assigned.

Job Requirements

Education/Training/Certifications: Bachelor’s degree in a business-related discipline and/or in lieu of degree, 10+ years of relevant experience.

Experience: A minimum of ten (10) years of directly related experience in purchasing/buying is required and at least five (5) years of leadership experience in a purchasing environment preferred. Excellent communication skills (oral and written), knowledge of contract procedures and negotiation tactics are required. Familiarity with public sector and state procurement laws, and a proven track record interacting with suppliers in the utility/construction industry (e.g., large construction equipment, office, etc.) is desired. Proficiency in use of MS Office: (e.g., Excel, Word, PowerPoint) required. Experience with NISC, purchasing, or contract management software is desired.

Additional Requirements

Equipment: Use of standard office equipment (personal computer, copier, etc.) is required.

Physical Demands/Environmental Conditions: Work is primarily performed in a sedentary office setting. Occasional visits to warehouses/stockyards are required to inspect materials and equipment. Adherence to safety guidelines is required.
