OBJECTIVE: The QAQC Superintendent will be responsible for overseeing and ensuring the effective implementation of all quality assurance and control processes throughout project execution. The role is responsible for enforcing adherence to company quality standards, supervising inspections and testing schedules, managing audits, and coordinating with multidisciplinary teams to guarantee project compliance with all engineering specifications, safety, and environmental regulations.
KEY RESPONSIBILITIES:
QUALITY MANAGEMENT LEADERSHIP
- Develop, implement, and maintain the Project Quality Plan (PQP), Inspection Test Plans (ITPs), and Method Statements in accordance with project specifications and codes (ASME, ASTM, ISO, IEC, etc.).
- Ensure compliance with EPC contractor, OEM, and client quality standards.
- Supervise QA/QC engineers and inspectors across all disciplines (civil, mechanical, electrical, I&C).
INSPECTION & TESTING OVERSIGHT
- Coordinate all quality control inspections for:
- Gas turbines, steam turbine, HRSG, condenser, piping, and BOP equipment.
- Electrical and I&C systems, including switchgear, transformers, cables, and protection systems.
- Civil and structural works for foundations, cooling towers, tanks, and buildings.
- Review and approve ITPs, Welding Procedure Specifications (WPS), and Non-Destructive Testing (NDT) reports.
- Monitor and control inspection and test activities — witness, hold, and review points.
- Verify that calibration certificates of measuring and testing equipment are valid and current.
DOCUMENTATION & RECORDS CONTROL
- Ensure proper compilation of Quality Dossiers and turnover packages for each system (mechanical completion, pre-commissioning, and final handover).
- Review and approve material certificates, test records, and final documentation for submission to the client.
- Maintain traceability of materials, welding joints, and test records.
VENDOR AND SUBCONTRACTOR QUALITY SURVEILLANCE
- Conduct vendor inspections and factory acceptance tests (FAT) for major components (GT, ST, HRSG, transformers, control panels).
- Evaluate and monitor subcontractor QA/QC performance to ensure compliance with contractual requirements.
- Issue and follow up on Non-Conformance Reports (NCRs), Corrective and Preventive Actions (CAPA), and ensure timely closure.
- Ensure that the construction, installation, and commissioning of plants and equipment are executed according to industry best practices to minimize operational risks.
- Lead daily project and safety briefings, ensuring quality activities are integrated into overall construction plans.
SITE QUALITY AUDITS & COMPLIANCE
- Plan and conduct internal and external quality audits to verify compliance with ISO 9001 or project-specific standards.
- Participate in joint inspections with client representatives and regulatory authorities.
- Ensure all works conform to approved design drawings, specifications, and procedures.
COORDINATION & REPORTING
- Interface with Construction Managers, Engineering, HSE, and Commissioning teams to resolve quality issues.
- Prepare weekly and monthly QA/QC reports, including NCR statistics, inspection status, and quality KPIs.
- Support management review meetings with up-to-date quality performance data.
COMMISSIONING & TURNOVER SUPPORT
- Ensure quality verification during pre-commissioning, flushing, hydrotesting, loop checks, and equipment start-up.
- Coordinate with commissioning engineers for system walkdowns and punch list clearance.
- Validate that all systems are handed over with complete and approved documentation.
TRAINING AND CONTINUOUS IMPROVEMENT
- Conduct QA/QC induction and training for site personnel on quality procedures and best practices.
- Lead continuous improvement initiatives and lessons-learned sessions.

QUALIFICATIONS:
- Bachelor's degree in Mechanical or Electrical Engineering (or related field) is mandatory.
- Master's degree in Quality Assurance or Quality Management is a plus.
- CSWIP or AWS Welding Inspector certification is a plus.
- Knowledge of ISO 9000/9001 quality management systems and relevant industry legislation.
KNOWLEDGE & EXPERIENCE:
- A minimum of 8+ years of experience in a similar role, preferably in the Oil & Gas, Power Generation or Large EPC projects.
- Proficient in Microsoft Office Suite (Excel, PowerPoint, Word).
- Proven experience developing and reviewing project quality plans, contract documents, and project specifications.
- Strong understanding of electrical and mechanical systems as applied in energy or power environments
- Experience developing QA/QC standard operating procedures (SOPs), processes, and training programs
- Excellent stakeholder management and coordination skills
- Ability to read and interpret technical drawings and blueprints.
