We partner with the DC Department on Disability Services (DDS) to provide safe, supportive, and empowering Day and Residential programs that promote independence, dignity, and community inclusion.
Position Overview
We are seeking an experienced and driven Program Manager to oversee both our Day and Residential programs in Washington, DC. This leadership role is responsible for program operations, regulatory compliance, audit readiness, and staff performance.
The ideal candidate brings strong DDS knowledge, proven leadership experience, and the ability to manage audits, compliance, and multi-site program operations with confidence.
Key Responsibilities
Program Leadership
- Oversee daily operations of Day and Residential programs
- Ensure services are person-centered and aligned with Individual Support Plans (ISPs)
- Monitor program performance and implement improvements
Compliance & Audits
- Ensure full compliance with DC DDS/DDA and Medicaid waiver requirements
- Lead all internal and external audits (DDS, DCHA, Medicaid, etc.)
- Maintain audit readiness through routine chart reviews and compliance checks
- Develop and execute corrective action plans (CAPs)
Staff Management
- Supervise Program Coordinators, House Managers, and Direct Support Professionals (DSPs)
- Provide coaching, training, and performance management
- Promote a culture of accountability and high-quality care
Quality & Risk Management
- Oversee incident reporting, investigations, and follow-up
- Track trends and implement strategies to improve outcomes
- Ensure health, safety, and behavioral support protocols are followed
Operations & Administration
- Support program budgets, staffing, and resource allocation
- Monitor service utilization and documentation accuracy
- Collaborate with internal teams on program development and growth
Stakeholder Engagement
- Serve as a point of contact for families, guardians, and DDS representatives
- Participate in interdisciplinary team meetings and service planning
Qualifications
- Bachelor’s degree in Human Services, Social Work, Psychology, or related field (Master’s preferred)
- Must be QIDP/QDDP qualified
- 3–5+ years of experience in IDD services
- At least 2 years in a supervisory or leadership role
- Strong knowledge of DC DDS/DDA regulations and waiver services
- Experience leading audits and managing compliance processes
- Experience overseeing both Residential and Day programs preferred

Work Schedule & Requirements
- Full-time position
- Travel between program sites required
- On-call availability for emergencies as needed
