The New York City Department of Youth and Community Development (DYCD) invests in a network of community-based organizations and programs to alleviate the effects of poverty and to provide opportunities for New Yorkers and communities to flourish.

Discretionary Award Programs (DAP) is recruiting for a highly motivated Quality Control Compliance Officer to be part of a dynamic team that allocates discretionary funding to community-based organizations to support various programs and services aimed at alleviating poverty and providing empowerment opportunities for communities. Under the general supervision of the Associate Commissioner for Discretionary Programs, with some latitude for the exercise of independent initiative and decision, the Quality Control Compliance Officer’s responsibilities will include but are not limited to:
  • Provide recommendations to Discretionary Programs’ Leadership on Councilmanic awards and multi-year discretionary contract reform.
  • Analyze trends including related industry trends and identify potential risks, discrepancies, and/or inefficiencies in payment practices.
  • Examine financial documents and verify supporting materials to ensure compliance with related policies, contract terms, and regulatory requirements.
  • Participate in the development of standard operating procedures to strengthen internal unit controls.
  • Review and track contracts in PASSPort to determine the status of contract development for the portfolio.
  • Conducts internal review to determine what may be serving as an impasse to contract registration.
  • Investigate complaints relating to the misuse of awards and/or misconduct as it relates to providers contractual obligations.
  • Conducts legal research, drafts Division documents and supporting legal memoranda to ensure agency compliance on a variety of employment legal issues.
  • Provide administrative support and backup assistance as needed during maximum contract development season.
  • Provide assistance to CBO’s that make requests or need technical assistance concerning their budgets and their contract development processes.
  • Periodically provides training to DYCD staff on contracting process.
  • Performs other special projects and administrative duties as assigned by the Division’s leadership. Admission to the New York State Bar; and eight (8) or more years of full-time relevant legal experience subsequent to admission to any bar, eighteen months of which must be in the supervision of other attorneys, investigators, or paralegal teams in an administrative, litigation management, or other managerial or executive capacity, or performing highly complex and significant legal work, including in the nature of what is listed in the bulleted list of the above job description. Incumbents must remain Members of the New York State Bar in good standing for the duration of this employment

Minimum Qualifications


Admission to the New York State Bar; and four years of recent full-time responsible, relevant, satisfactory legal experience subsequent to admission to any bar, eighteen months of which must have been in the supervision of other attorneys, in an administrative, managerial or executive capacity, or performing highly complex and significant legal work.

Incumbents must remain Members of the New York State Bar in good standing for the duration of this employment.
