Position SummaryServe as the Contractor’s designated Construction Quality Control Manager. Implement and manage the Three-Phase Quality Control (Preparatory, Initial, Follow-Up) process in compliance with EM 385-1-1 and Client's approved CQC Plan. Ensure that all work meets contractual, specification, and safety standards through systematic inspection, documentation, and coordination with the USACE Quality Assurance team.
Essential Duties & Responsibilities
- Administer the Contractor Quality Control (CQC) program and enforce compliance with the contract and specifications.
- Lead Preparatory, Initial, and Follow-Up meetings for each Definable Feature of Work (DFOW); maintain supporting documentation.
- Conduct daily quality inspections and complete CQC Daily Reports in RMS 3.0.
- Verify material deliveries, submittals, and equipment against approved documentation.
- Coordinate with testing laboratories, inspectors, and the Site Safety & Health Officer (SSHO) to ensure quality and safety alignment.
- Review shop drawings, RFIs, and submittals for conformance before government review.
- Maintain complete as-built drawings and deficiency tracking logs.
- Lead and document the Mutual Understanding Meeting and recurring QC coordination meetings.
- Ensure corrective actions are promptly implemented and verified.
- Support field operations by ensuring workmanship meets or exceeds contract requirements.
- Train subcontractors and field supervision on CQC procedures, testing standards, and documentation requirements.
- Interface daily with the USACE Quality Assurance Representative and the Government’s testing agencies.
- Maintain records of inspections, tests, deficiencies, and re-inspections per EM 385-1-1.
- Prepare and submit periodic QC summary reports and close-out documentation.
Qualifications – Required
- USACE Construction Quality Management (CQM-C) Certification (current).
- Minimum 5 years of CQC experience on USACE or Federal construction projects of comparable scope and complexity.
- Strong working knowledge of EM 385-1-1, ACI 301, ASTM, and USACE Quality Control standards.
- Bachelor’s degree in Construction Management, Civil Engineering, or equivalent experience.
- Proficiency with RMS 3.0, Bluebeam, Prolog, and Microsoft Office Suite.
- Excellent written and verbal communication, organization, and leadership skills.
- OSHA 30-Hour Construction Safety Certification.
- Ability to read and interpret construction drawings, technical specifications, and QC submittals.
