Job Purpose
The company is seeking an experienced QHSE Director to lead and strengthen the company’s Quality, Health, Safety, and Environment culture across all company operations.
The role is responsible for developing, implementing, and maintaining the company QHSE Management System, ensuring full compliance with regulatory, contractual, and company standards. The QHSE Director will also oversee the performance of the Field HSE Lead to ensure safe, complaint, and efficient operations across managed yards.
Responsibilities & Accountabilities

Develop, implement, and maintain comprehensive Integrated QHSE Management Systems, ensuring alignment with relevant Block-6 specific PDO field operations requirements, as well as international standards (e.g., ISO 9001, ISO 14001, ISO 45001).

Develop all core company QHSE policies, procedural manuals, task risk assessments, and other documentation (e.g., work permits, safety audits, toolbox meeting guidelines, etc.).

Stay abreast of all applicable local, national, and international HSE regulations, ensuring the QHSE systems are updated promptly to reflect and maintain changes.

Develop, schedule, and manage the internal and external QHSE audit program. Facilitate third-party certification audits, where applicable, and ensure timely and effective close-out of all non-conformities.

Translate management system documentation into practical, executable field training programs. Oversee the delivery of HSE inductions and ensure all personnel (company, contractor, and buyers) are trained in site-specific risks and procedures.

Design, develop, and manage the QHSE KPI and metrics reporting dashboard. Collect, analyze, and report data on leading and lagging indicators (e.g., incident rates, near-misses, training compliance, audit findings) to the General Manager.

Act as the strategic ambassador for the company's safety culture, working in partnership with the PDO HSE personnel, and the company Operations Manager to embed HSE accountability and diligence into the company daily yard activities.

Govern the development and approval of all major tasks risk assessments (e.g., job hazard analyses, material handling risks, decommissioning risks) submitted by the services contractor.

Own the full lifecycle of incident management. Review initial reports from the field, lead formal Root Cause Analysis (RCA) investigations for any serious incidents, and track the implementation of preventative and corrective actions across all sites.

Develop, document, and manage the company's Emergency Response Plan (ERP) for various scenarios (e.g., fire, environmental spills, medical emergencies).

Develop company quality inspection guidelines for materials segregation, identification, and preservation.

Develop and monitor procedures for environmental protection, including proper material segregation (by type, category, hazard, etc.), waste transfer governance and compliance by the contractors, and other.

Maintain implementation and execution of the PDO mandatory load security standards (SP-2001), ensuring the field execution team rigorously enforces these procedures during all vehicle shipments.
Required Qualifications
Education
-
Bachelor’s degree in Safety Engineering, Occupational Health & Safety, Environmental Science, or a related technical field.

A certification as a Certified Safety Professional (CSP), NEBOSH Diploma, or equivalent internationally recognized professional qualification.
Experience
-
Minimum of 13 years of dedicated QHSE management experience in high-risk industrial environments, required.

Proven experience in the Oil & Gas or recycling sector is essential, with direct knowledge of safety requirements for materials handling (cranes, loaders) and yard operations, a plus.

Demonstrated experience in managing and directing remote or contract QHSE personnel, a plus.
