Role Summary:

  • Oversight Across Projects: Responsible for quality management standards across multiple projects as a PMO, ensuring consistency in processes and deliverables.
  • Policy & Procedure Implementation: Develops, maintains, and enforces quality policies, procedures, and best practices at an organizational or program level.
  • Monitoring & Reporting: Tracks quality performance metrics, conducts audits, and reports to senior management or the leadership.
  • Support for Project Teams: Guides project-level quality managers or teams in implementing quality plans, corrective actions, and continuous improvement initiatives in office and / or site.

The ideal Quality Manager is an experienced leader in project or program management, with expertise in QA/QC, auditing, and compliance, capable of implementing quality systems, guiding teams, and ensuring consistent standards across projects.

Responsibilities:

Quality Strategy & Systems

  • Develop, implement, and maintain the Quality Management System (QMS) in line with international standards (e.g., ISO 9001) and client requirements.
  • Establish quality objectives, KPIs, and continuous improvement initiatives at the organizational or program level.

Policy & Procedure Development

  • Formulate and enforce quality policies, procedures, and manuals for consistency across projects.
  • Ensure alignment with corporate governance, client frameworks, and regulatory requirements.

Oversight Across Projects

  • Provide governance and oversight of quality assurance (QA) and quality control (QC) functions across multiple projects.
  • Standardize documentation, reporting, and compliance mechanisms under the PMO.

Monitoring, Auditing & Reporting

  • Conduct internal audits, surveillance, and compliance checks across all projects.
  • Analyze performance data, identify gaps, and implement corrective and preventive actions.
  • Prepare periodic quality performance reports for senior management and clients.

Stakeholder & Client Management

  • Act as the primary point of contact on quality-related matters for the PMO, clients, and consultants.
  • Ensure client expectations for quality are translated into deliverables and met consistently.

Project Team Support & Training

  • Guide and mentor project-level QA/QC teams and site engineers.
  • Deliver training on quality standards, processes, and compliance requirements.
  • Promote a culture of quality and continuous improvement within the organization.

Risk & Compliance Management

  • Identify and mitigate quality-related risks that may affect cost, schedule, or reputation.
  • Ensure compliance with local regulations, health & safety standards, and contractual obligations.

Continuous Improvement & Innovation

  • Introduce best practices, lessons learned, and digital tools (e.g., quality dashboards, audits software).
  • Drive innovation in quality monitoring and reporting to improve efficiency.

Qualifications:

  • 12-15+ years total experience in quality management, project controls, or engineering/project delivery. Out of that, at least 5-7 years in a leadership capacity (e.g., QA/QC Manager, Quality Lead, or equivalent on large projects).
  • Ideally, exposure to multiple projects simultaneously, not just one site - to demonstrate readiness for program/PMO-level oversight.
  • Professional certifications (e.g., ISO Lead Auditor, PMP, or ASQ certifications) would strengthen the profile further.
