Quality Manager (Transportation & Infrastructure)
Position Summary
Vertex Engineering is seeking an experienced Quality Manager to develop, implement, and oversee Quality Management Systems (QMS) for transportation, transit, infrastructure, and public works projects throughout New York and New Jersey.
The Quality Manager will be responsible for ensuring compliance with project specifications, contract requirements, applicable codes and standards, owner quality programs, and industry best practices. The successful candidate will lead quality planning, inspections, audits, non-conformance management, corrective actions, and continuous improvement initiatives across engineering, construction management, and construction projects.
This position may support projects for agencies including MTA, NJ TRANSIT, PANYNJ, Amtrak, NYSDOT, NJDOT, and municipal clients.
Key Responsibilities
Quality Management Program
- Develop, implement, and maintain project-specific Quality Management Plans (QMPs) and Quality Control Plans (QCPs).
- Establish quality objectives, procedures, inspection requirements, and testing protocols.
- Monitor compliance with project specifications, contract documents, approved submittals, and regulatory requirements.
- Lead quality planning activities during project initiation and throughout project delivery.
Inspections and Audits
- Perform field quality inspections and surveillance activities.
- Conduct internal quality audits and support external owner and regulatory audits.
- Verify construction activities comply with approved drawings, specifications, and standards.
- Review inspection reports, testing documentation, and quality records for completeness and accuracy.
Non-Conformance and Corrective Actions
- Manage Non-Conformance Reports (NCRs), Corrective Action Requests (CARs), and Preventive Action processes.
- Investigate quality issues, identify root causes, and implement corrective measures.
- Track quality deficiencies through resolution and closeout.
Testing and Verification
- Coordinate material testing, inspections, and acceptance procedures.
- Review laboratory testing reports and field testing results.
- Verify installed systems, equipment, and construction work meet contract requirements.
- Monitor hold points, witness points, and quality checkpoints.
Documentation and Reporting
- Maintain project quality documentation and records.
- Prepare quality metrics, dashboards, audit reports, and management summaries.
- Support project closeout documentation and turnover requirements.
- Ensure compliance with ISO 9001 principles and owner quality requirements where applicable.
Training and Continuous Improvement
- Provide quality training and mentoring to project personnel.
- Promote a culture of quality, accountability, and continuous improvement.
- Support development and implementation of company quality policies and procedures.
Qualifications
Education
- Bachelor's Degree in Engineering, Construction Management, Architecture, or related field preferred.
Experience
- Minimum 10 years of experience in construction quality management, engineering quality assurance, or infrastructure quality control.
- Experience on transportation, transit, rail, tunnels, stations, bridges, utility, or public infrastructure projects preferred.
- Experience with public agencies such as MTA, NJ TRANSIT, PANYNJ, NYSDOT, NJDOT, Amtrak, or similar owners preferred.
Certifications
One or more of the following preferred:
- ASQ Certified Quality Engineer (CQE)
- ASQ Certified Quality Auditor (CQA)
- ACI Concrete Field Testing Technician
- NICET Certification
- OSHA 30-Hour Construction Safety
- Professional Engineer (PE)
Knowledge and Skills
- Strong understanding of quality management systems and construction quality practices.
- Knowledge of inspection procedures, testing protocols, and quality documentation requirements.
- Familiarity with ISO 9001 principles and quality assurance methodologies.
- Ability to interpret plans, specifications, contract requirements, and technical standards.
- Excellent written and verbal communication skills.
- Strong organizational, leadership, and problem-solving abilities.
- Proficiency with Microsoft Office and project management software.
