Quantity Surveyor – Gulf Hills Contracting LLC (UAE)

As part of this strategic growth, we are seeking a highly competent, detail-oriented, and commercially astute Quantity Surveyor to support the commercial, contractual, and cost-control functions across our ongoing and upcoming projects throughout the UAE.


ROLE DESCRIPTION

The Quantity Surveyor will play a central role in managing all contractual, financial, and cost-related aspects of construction projects. The successful candidate will be responsible for measurement, valuation, cost forecasting, commercial reporting, subcontract administration, and preparation of claims and variations.


The role requires strong analytical capability, deep understanding of construction methodologies, excellent contract knowledge (preferably FIDIC or similar), and the ability to maintain robust commercial control under demanding project environments.


Key responsibilities include preparing BOQs, verifying quantities, evaluating subcontractor payments, overseeing procurement cost benchmarks, preparing monthly cost reports, advising on contract risks, managing variations and claims, and ensuring full commercial compliance with the project requirements and contractual obligations.


The selected candidate must demonstrate readiness to travel or relocate within the Emirates as required by project operations.


QUALIFICATION


Academic Requirements

  • Bachelor’s Degree in Quantity Surveying or Civil Engineering (QS degree preferred).
  • Applications from non-relevant specializations will not be considered.


Experience Requirements

  • Minimum 7 years of proven UAE experience, specifically with reputable main contracting companies.
  • Strong background in pre- and post-contract quantity surveying, cost management, and subcontract administration.
  • Demonstrated experience in residential and/or commercial projects in the UAE.


TECHNICAL & PROFESSIONAL COMPETENCIES

Core QS Expertise

  • Preparation and review of Bills of Quantities in accordance with CESMM / POMI.
  • Measurement and re-measurement of all civil, architectural, structural, and MEP works.
  • Cost estimation, cost planning, and budget preparation.
  • Post-contract commercial administration and cost control.
  • Preparation and evaluation of variations, claims, EOT cost impacts, and contractual correspondence.
  • Knowledge of procurement processes, RFQs, techno-commercial evaluations, and subcontract award recommendations.


Contractual & Commercial Skills

  • Strong knowledge of FIDIC-based contracts or customized UAE contract forms.
  • Ability to draft letters, contractual notices, variation justifications, and commercial reports.
  • Experience in evaluating subcontractors’ interim payment certificates (IPCs) and final accounts.
  • Ability to identify commercial risks and advise mitigation strategies.


Software Competencies

  • Proficiency in MS Excel (Advanced) — cost sheets, cost loading, dashboards, formulas, and analysis.
  • Proficiency in MS Word for contractual letters and reports.
  • Familiarity with measurement/estimating software (e.g., CostX, Candy, Planswift) is a MUST.


Reporting & Analytical Skills

  • Ability to prepare monthly cost reports, cost-to-complete forecasts, and cash flow analyses.
  • Strong analytical ability to interpret drawings, specifications, and IFC revisions.
  • High-level accuracy in quantity take-off and detailed measurement.


Professional Memberships (Mandatory)

  • RICS OR AIQS / CIOB / SCE / ICE.


OTHER REQUIREMENTS

  • Fluency in English — both written and spoken — is mandatory.
  • Strong communication and negotiation skills.
  • Ability to work under pressure and meet strict commercial deadlines.
  • Willingness to travel to other Emirates or relocate based on project requirements.
  • Must be available to join within one month maximum.


IMPORTANT ASSESSMENT & SCREENING CONDITIONS

  • All shortlisted candidates must successfully complete a 60min technical QS/commercial assessment prior to the interview.
  • Only candidates who strictly meet the minimum eligibility criteria will enter the evaluation stage .
