1. Project Cost & Budget Management
- Conduct accurate project cost estimation, budgeting and final accounting in the early stage of the project, combine market pricing and engineering norms to formulate scientific cost control plans, and track and adjust project costs in real time throughout the construction period to avoid cost overruns and economic losses.
- Prepare and review Bill of Quantities (BOQ), carry out engineering quantity calculation, pricing and verification strictly in accordance with international measurement standards and project drawings, ensure the accuracy and rationality of cost data, and complete cost auditing and settlement review efficiently.
- Optimize project cost schemes, analyze cost composition and variable factors, put forward feasible cost reduction suggestions, and coordinate with project teams to implement cost control measures without affecting project quality and progress.
2. Contract & Commercial Operation
- Be proficient in applying FIDIC contract conditions and international engineering contract rules, participate in the drafting, review, negotiation and signing of various project contracts (including general contracts, subcontracts, material supply contracts), and clarify rights, obligations and risk boundaries of all parties.
- Supervise the performance of project contracts, handle engineering changes, visa and claim matters in a timely manner, sort out complete supporting materials, negotiate with clients, subcontractors and suppliers, and safeguard the legitimate economic rights and interests of the company.
- Manage project commercial risks, identify potential risk points in cost, contract and construction links, formulate targeted prevention and response plans, and resolve commercial disputes and cost contradictions in the project process.
3. Project Bidding & On-Site Management
- Independently undertake the cost and commercial work of international project bidding, compile bidding documents, make project quotations, analyze competitor quotations, and complete bid comparison and summary work to improve the winning rate of bidding.
- Conduct on-site cost management for overseas (especially Saudi regional) construction projects, cooperate with the on-site project team to verify engineering quantities, review material pricing and labor costs, and handle on-site visa and settlement procedures in accordance with local engineering policies and industry practices.
- Sort out and file project cost, contract and bidding documents, establish complete project commercial data files, and provide data support for project summary, post-audit and subsequent project reference.
4. Cross-Department Coordination & Professional Work
- Communicate and coordinate effectively with internal project teams, technical departments, procurement departments and financial departments, and connect cost, contract and progress work to ensure the smooth progress of all project links.
- Keep abreast of international engineering cost standards, Saudi local construction regulations and market price fluctuations, update professional knowledge in a timely manner, and improve the professionalism and adaptability of international project work.
Skills
Proficient in English and FIDIC contracts. Possess experience in commercial management (cost, contracts) for construction projects including building, municipal works, roads & bridges, and industrial plants.Experience in bidding or construction in Saudi Arabia is preferred.
