Real Estate Appraisal Analyst

OBJECTIVE: The Appraisal Analyst is responsible for appraising real property through mass appraisal techniques to determine its just market value for assessment purposes.

**Please note: This is not a remote-based position, and all essential functions are expected to be performed on-site**

ESSENTIAL JOB FUNCTIONS:

  • Collects, verifies, and analyzes data from various sources to make value recommendations
  • Works directly with the Residential Manager to review and refine value change recommendations to ensure compliance with Department of Revenue requirements and proper Appraisal practices
  • Ensures consistency and accuracy for all building and land data in assigned areas
  • Responsible for review of sales transactions in assigned area to determine validity and details of the sale
  • Develops and presents evidence for informal meetings, Value Adjustment Board hearings, and court cases
  • Discusses assessments and property related issues with property owners and their representatives in person, by phone, and/or by mail
  • Conducts on-site inspections of properties for taxpayer, five year review and sales verification
  • Performs Desktop Reviews of parcels using various technological tools
  • Participates in public speaking events and/or attend public meetings
  • Reports daily progress to manager using the department excel sheet
  • Other duties and tasks as assigned

QUALIFICATIONS:

  • High School graduate or equivalent is required
  • Minimum of (2) years Mass Appraisal experience or related evaluation experience
  • Ability to ascertain, assimilate, interpret data, and translate into value estimates
  • Proficient computer knowledge including Excel, Word and Outlook programs
  • Knowledge in and understanding of Appraisal Theory and Practices
  • Ability to work independently or on a team using good judgment
  • Ability to communicate effectively and courteously with the public and co-professionals
  • Ability to read and interpret simple legal descriptions, plats, maps, deeds, leases, and other legal documents
  • Ability to make rapid and accurate mathematical calculations
  • Possession of a valid Florida Driver’s License
  • Certified Residential Appraiser (CRA) preferred

KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of computers, calculators, and other office equipment. Ability to sit and stand for long periods of time with use of both hands and fingers with dexterity. Ability to work in multiple environments. Knowledge of property assessments and value. Maintain composure in stressful situations. Perform tasks utilizing data processing methods and systems. Express ideas effectively, both orally and in writing.

LICENSE/CERTIFICATION: CFE designation preferred or willingness to obtain designation within two years of service.

PRE-EMPLOYMENT SCREENING: This position requires a level 2 background and DMV screening.
