About the Role
We are seeking an experienced and proactive 1099 Recruiting Manager / Resource Manager to lead the recruiting, onboarding, management, and deployment of independent contractors supporting property field inspections and catastrophe operations. This role is critical to building and maintaining a high-performing network of field inspectors, adjusters, and task-based resources while ensuring operational readiness, process efficiency, and scalable deployment during catastrophe (CAT) events. The ideal candidate will bring strong recruiting and resource management experience, a deep understanding of independent contractor operations, and an existing network of 1099 property inspection professionals that can be leveraged and expanded over time.
Key Responsibilities
· Lead recruiting efforts for a growing network of 1099 property field adjusters, 1099 property desk adjusters, task-based field resources, Property Estimators and QA Specialists along with Claim Advocates.
· Source, screen, vet, and onboard qualified independent contractors in alignment with company standards and client expectations.
· Bring an existing book of business / network of 1099 field resources and actively expand that network in targeted territories.
· Manage the full contractor lifecycle, including outreach, engagement, onboarding, credentialing, readiness tracking, and ongoing relationship management.
· Develop and maintain structured recruiting, onboarding, and deployment processes tailored to the independent contractor model.
· Identify gaps and opportunities within the current roster by geography, skill set, availability, licensing, and catastrophe readiness.
· Maintain accurate contractor data, documentation, and status tracking within company systems, including availability, certifications, equipment, and deployment preferences.
· Partner with operations and claims leadership to forecast resource needs and align staffing strategies with daily volume, surge events, and CAT response planning.
· Coordinate operational deployment of field resources during catastrophe events, including pre-event readiness checks, communication, assignment alignment, and field activation support.
· Build and execute strategies to improve roster depth, contractor engagement, retention, and speed to deployment.
· Establish recruiting pipelines and outreach efforts through industry relationships, direct sourcing, referrals, events, and targeted market development.
· Support performance monitoring and contractor accountability by partnering with operations leadership on quality, communication, responsiveness, and field execution.
· Continuously evaluate and improve recruiting workflows, onboarding processes, and resource deployment models to support scale and efficiency.
· Foster a culture of accountability, responsiveness, and continuous improvement across the independent contractor network.
Qualifications
· Existing book of 1099 field inspectors, adjusters, or related property claims resources strongly preferred.
· Proven experience recruiting and managing 1099 independent contractor networks.
· Bachelor’s degree in Human Resources, Business Administration, Operations, Insurance, or a related field preferred.
· 5+ years of experience in recruiting, resource management, workforce planning, or contractor network development, with at least 2 years in a leadership or managerial role.
· Experience in the insurance industry, preferably in independent adjusting, property claims, field inspections, or catastrophe operations.
· Strong understanding of1099 contractor onboarding, credentialing, deployment readiness, and field resource management.
· Ability to identify staffing needs, forecast deployment requirements, and build scalable recruiting pipelines.
· Excellent communication, relationship-building, leadership, and organizational skills.
· Ability to manage multiple priorities in a fast-paced, high-volume environment, especially during catastrophe events.
· Proficiency with Salesforce and Microsoft Office Suite.
· Strong process mindset with the ability to build structure, improve workflow, and drive execution across recruiting and operations.
Pay: $75,000.00 - $95,000.00 per year
