WAYNE COUNTY JOB DESCRIPTION for
LIBRARY DEPARTMENT
GENERAL WORK FUNCTIONS
With an emphasis on exemplary customer service, leveraging partnerships, and dedication to
building a resilient community, this position works with library administration and the
children’s department to oversee the library’s special literacy initiatives for ages birth-18.
General work functions include, coordinating the library’s community-wide early literacy
project and the library’s Learning Studio project. This position also works with the Manager of
Library Experience to provide outreach through the library’s mobile unit.
SPECIFIC DUTIES AND RESPONSIBILITIES
Coordinates and leads coalitions related to solving complex issues facing youth birth-24 in
our community
Engages with partners and families to build community trust
Plans, schedules and presents outreach programs revolving around ability inclusion, such as
reading and early literacy classes for children, classes for parents and tutors, tours, multi-
media programs, parent/tutor trainings
Provides reference support to patrons; engages, encourages, and assists diverse patrons in
all areas of the library in a welcoming, professional, and respectful manner
Receive, return, or initiate telephone contact with community members seeking assistance
or identified by partner institutions for assistance
Manages the library’s Learning Studio project alongside the children’s department
Performs administrative record keeping including collecting and reporting outcome
measures.
Keeps informed of current events and of developments in library, early childhood
education, and exceptional children’s fields. Attends professional workshops and
conferences.
Serves as project director and/or coordinator for federal, state, or local grant activities
Serves as the library representative to committees and boards as assigned
Researches new and emerging technologies to advance reference, ability inclusion, and
outreach services
Works with colleagues to implement the library’s mobile library services, including driving
the vehicle and representing the library at community events.
Performs other duties as assigned to include specified departmental assignments
ADDITIONAL JOB FUNCTIONS
Performs as a key team member under the supervision of the Head of Youth and Family
Services, serving in a leadership role as required.
KNOWLEDGE, SKILLS AND ABILITIES

Thorough knowledge of child development, multisensory instruction, adaptive learning,
structured reading instruction, and early literacy principles
Knowledge of library automation systems, the latest office-use software, multiple online

database platforms and electronic resources, and technical infrastructure.
Knowledge of collection development practices and methods.
Comfortable working on multiple tasks in a busy environment.
Ability to monitor and evaluate programs
Able to work independently using professional knowledge and judgment.
Familiarity with basic computer troubleshooting.
Ability to work well as a part of a team and maintain effective work relationships with co-
workers, the general public, and partner agencies.
Ability to design, communicate and implement long-term projects and programs.
Knowledge of the principles, practices and methods of professional librarianship.
Ability to express ideas effectively orally and in writing.
Ability to work nights and weekends on a routine basis.
Ability to lift or push moderate weight (e.g. 35 pounds of books or other materials and
supplies) and to stand for extended periods of time.

MINIMUM TRAINING AND EXPERIENCE
Minimum:
Master's Degree in Library Science from an American Library Association-accredited institution,
Master’s Degree in Education, Masters in Public Administration, or related field; with a
minimum of three years related experience. Supervisory experience is preferred.
** Must have access to transportation and maintain a valid N.C. Driver’s License with an
acceptable driving record.
MINIMUM STANDARDS REQUIRED
TO PERFORM ESSENTIAL JOB FUNCTIONS
Physical Requirements: Must be physically able to operate a variety of machinery and equipment including computers, copiers,
typewriters, calculators, recording machines, etc. Must be able to exert up to 40 pounds of force occasionally, and/or up to 10 pounds
of force frequently, and/or a negligible amount of force constantly to move objects. Physical demand requirements are in excess of
those for Sedentary Work. Light Work usually requires walking or standing to a significant degree. However, if the use of arm
and/or leg controls requires exertion of forces greater than that for Sedentary Work and the worker sits most of the time, the job is
rated for Light Work.
Data Conception: Requires the ability to compare and/or judge the readily observable, functional, structural or composite
characteristics (whether similar or divergent from obvious standards) of data, people or things.
Interpersonal Communication: Requires the ability to speak and/or signal people to convey or exchange information. Includes
giving instructions, assignments or directions to subordinates or assistants.
Language Ability: Requires the ability to read a variety of records, forms and correspondence. Requires the ability to prepare forms,
receipts, and correspondence, using prescribed formats and conforming to all rules of punctuation, grammar, diction, and style.
Requires the ability to speak to people with poise, voice control and confidence.
Intelligence: Requires the ability to apply rational systems to solve practical problems and deal with a variety of concrete variables
in situations where only limited standardization exists; to interpret a variety of instructions furnished in oral, written, diagrammatic or
schedule form.
Verbal Aptitude: Requires the ability to record and deliver information, to explain procedures, to follow oral and written
instructions. Must be able to communicate effectively and efficiently in a variety of technical or professional languages including
legal terminology.
Numerical Aptitude: Requires the ability to utilize mathematical formulas; to add and subtract; multiply and divide; utilize decimals
and percentages.
Form/Spatial Aptitude: Requires the ability to inspect items for proper length, width and shape.
Motor Coordination: Requires the ability coordinate hands and eyes rapidly and accurately in using office equipment.

Manual Dexterity: Requires the ability to handle a variety of items such as office equipment. Must have minimal levels of
eye/hand/foot coordination.
Color Discrimination: Does not require the ability to differentiate between colors and shades of color.
Interpersonal Temperament: Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable
to performing under stress and when confronted with persons acting under stress.
Physical Communication: Requires the ability to talk and hear: (Talking: expressing or exchanging ideas by means of spoken
words. Hearing: perceiving nature of sounds by ear.) Must be able to communicate via telephone.
