Position Summary

Harvest Landscape Enterprises is seeking an experienced and driven Regional Human Resources Manager to support operations throughout the San Diego and San Juan Capistrano areas, servicing approximately 200 employees. Reporting directly to the Human Resources Director, this position oversees key HR functions including recruitment, employee relations, compliance, risk management, onboarding/offboarding, workers’ compensation, and performance management.

The ideal candidate is bilingual in English and Spanish, highly organized, proactive, and experienced in supporting fast-paced operational teams while maintaining compliance and fostering a positive workplace culture.

Essential Duties & ResponsibilitiesRecruitment & Talent Acquisition

  • Partner with regional leadership to identify staffing needs and workforce planning initiatives.
  • Manage the full-cycle recruitment process including sourcing, screening, interviewing, hiring, and onboarding.
  • Develop and maintain job descriptions and oversee all internal and external job postings.
  • Research and implement recruitment best practices to attract qualified candidates.
  • Provide coaching and interview guidance to managers throughout the hiring process.

Employee Relations & Performance Management

  • Provide guidance to employees and managers regarding company policies, procedures, and HR best practices.
  • Support employee relations matters, conflict resolution, investigations, and corrective action processes.
  • Advise leadership on performance coaching, progressive discipline, and compliance-related matters.
  • Lead employee disciplinary meetings, investigations, and terminations as needed.

Compliance & HR Administration

  • Ensure accurate maintenance of employee records, onboarding documents, I-9s, and HRIS data.
  • Assist with HR audits and compliance reporting.
  • Monitor leave of absence cases and coordinate communication with employees and management.
  • Ensure company policies and procedures are consistently applied across all divisions.

Workers’ Compensation & Risk Management

  • Manage workers’ compensation administration and documentation.
  • Conduct accident investigations and ensure timely reporting and follow-up.
  • Support OSHA reporting and compliance initiatives.
  • Partner with operations leadership to reduce workplace risks and promote safety awareness.

Qualifications

  • 5–7 years of progressive Human Resources experience required.
  • Experience supporting approximately 200 employees across multiple locations preferred.
  • Bilingual in English and Spanish required.
  • Strong knowledge of California employment laws and HR compliance practices.
  • Experience supporting multi-location or regional operations preferred.
  • Excellent verbal and written communication skills.
  • Strong interpersonal, conflict-resolution, and organizational skills.
  • Ability to maintain confidentiality and exercise sound judgment.
  • Proficiency with HRIS systems and Google Suite.
