Position: Regulatory, Compliance & Factory Operations Manager

1. Regulatory & Compliance Responsibilities Pakistan (Local).
- Manage GMP (ISO 22716) implementation and documentation.
- Handle PSQCA standards compliance.
- Maintain MSDS, batch records, product dossiers, QC reports.
- Submit documentation for compliance.
- Handle new factory projects, documentations and regulatory matters for the factory and brands.
International (Exports)
- Prepare dossiers for:
- Dubai Municipality Product Registration (UAE)
- Saudi Food & Drug Authority (SFDA) cosmetic e-registration
- UK SCPN (Cosmetic Product Notification Portal)
- Create & maintain Technical Files (PIF) for global compliance.
- Obtain Certificates of Free Sale, Halal certification, or GMP certificates as needed for exports.
2. Factory Management Responsibilities
- Oversee day-to-day production flow & ensure SOPs are followed.
- Coordinate with procurement for raw materials & packaging.
- Monitor inventory, stock levels, and reorder points.
- Supervise packing, labeling, batch coding, and QC checks.
- Ensure workplace safety, cleanliness, and compliance with Factories Act.
- Train workers on hygiene, safety, and production standards.
- Manage day to day factory operations and maintain GMP standards and protocols
3. Documentation & Quality Responsibilities
- Maintain all regulatory files, licensing documents, and audit records.
- Prepare product specifications, COAs, batch records, and quality documentation.
- Ensure proper labeling compliance for each country of export.
- Prepare monthly and annual compliance reports.
4. Orders, Sales & Export Coordination
- Process local manufacturing orders & plan production resources with the production management and operations teams to ensure deadlines are met.
- Coordinate dispatch, invoicing, delivery notes.
- Prepare export documentation:
- Commercial Invoice
- Packing List
- COO (Chamber of Commerce)
- Certificates required by destination countries
- Communicate with international distributors & clients on documentation needs.
- Assist the sales team with product details, compliance copies, and marketing documentation.
Skills & Qualifications Needed Education
- BSc / MSc in Chemistry, Biochemistry, Pharmacy, or Industrial Engineering preferred.
- OR strong experience in cosmetics, FMCG, pharma, or chemical industry.
Experience
- 3–7 years in:
- Regulatory affairs
- Cosmetics/pharma manufacturing
- Operations & compliance
- Export documentation (bonus)
Key Skills
- Strong documentation abilities
- Familiarity with Pakistan’s regulatory authorities (DRAP, PSQCA, SEPA)
- Understanding of GMP / ISO 22716 standards
- Good command of English for international submissions
- Ability to manage workers & factory routines
- Organized, proactive, and detail-oriented
