The Research & Planning Manager is responsible for reviewing, coordinating and implementing the Criminal Justice Commission’s (CJC) research and planning services. The selected candidate will provide oversight, governance and accountability in the integration of evaluation activities that support the tactical and strategic efforts required to achieve the goals of the Division. This position involves considerable contact with other social agencies, public officials, civic groups and the general public. The Research & Planning Manager will supervise a Data Analyst and be responsible for research and justice data management and collecting, organizing and evaluating crime data.


KEY RESPONSIBILITIES

  • Manages and coordinates the planning, implementation and evaluation of health and social service development of the Division as it pertains to the County at large.

  • Provides assistance to funding partners in the areas of criminal justice, health and human services policy formulation and implementation, including community organizational planning and programming.

  • Manages the Division's research and planning staff as well as oversight of processes used to set standards and criteria for the evaluation of program performance, including the preparation of the Health and Human Service Element of the Comprehensive Plan.

  • Provides oversight, governance and accountability in the integration of evaluation activities that support efforts required to achieve Division goals.

  • Promotes the use of evaluation both from a system and program perspective and is responsible for information facilitation with various stakeholders.

  • Provides overall management and direction in the development of comprehensive evaluation data development agenda that respond to individual and system demands.


QUALIFICATIONS

This position requires qualified applicants to possess one of the following:


  • A Master’s Degree in Criminal Justice, Business/Public Administration, or closely related field; minimum of four (4) years of progressively responsible professional work in a criminal justice agency,


OR


  • A Bachelor’s Degree in Criminal Justice, Business/Public Administration, or closely related field; minimum of six (6) years of progressively responsible professional work in a criminal justice agency,


OR


  • An unrelated Bachelor’s Degree; minimum of eight (8) years of progressively responsible professional work in a criminal justice agency,


OR


  • An Associate’s Degree in Criminal Justice, Business/Public Administration, or closely related field; minimum of eight (8) years of progressively responsible professional work in a criminal justice agency,


OR


  • Graduation from high school or an equivalent recognized certification; minimum of ten (10) years of progressively responsible professional work in a criminal justice agency.


PREFERRED QUALIFICATIONS

Preferred qualifications include experience in/with:


  • Geographic Information Systems (GIS),
  • Public health planning,
  • System of care,
  • Data collection and analysis (including survey development and administration, focus group facilitation, key informant interviews),
  • Comprehensive planning process and reporting (including action plan development, implementation and tracking),
  • Strategic planning,
  • Annual report preparation, and
  • Microsoft Power BI or Tableau.
