Resident Engineer

We are seeking an accomplished and Resident Engineer to lead the end-to-end delivery of our flagship real estate development projects. This pivotal role demands a leader who can seamlessly bridge office-based strategy with on-site execution, ensuring projects are delivered on time, within budget, and to the highest standards of quality and safety. The successful candidate will be the primary driver and accountable point person for all project phases, from initial concept through to successful handover, managing complex stakeholder relationships and multidisciplinary teams across the UAE.

Key Duties & Responsibilities

1. Strategic Planning

• Lead the planning, execution, and closure of large-scale residential, commercial, mixed-use, and/or hospitality projects.
• Develop and implement comprehensive project execution plans, including detailed schedules, budgets, resource allocation, and risk management strategies.
• Ensure all project objectives are fully aligned with the company's strategic, financial, and brand goals.
• Champion value engineering initiatives to optimize project cost, quality, and long-term performance.

2. Stakeholder & Communication Management

• Act as the primary liaison and central point of contact for all stakeholders, including senior management, investors, clients, consultants, contractors, and government authorities.
• Facilitate effective communication and decision-making processes, resolving conflicts and negotiating solutions to keep the project on track.
• Prepare and deliver clear, concise progress reports, executive summaries, and risk assessments to senior leadership.

3. Design & Technical Management

• Lead and manage external design consultants to ensure the timely delivery of design packages that meet aesthetic, functional, regulatory, and budgetary requirements.
• Review and approve design drawings, technical specifications, and material submissions.
• Oversee the entire local authority approval process (e.g., DM, Trakhees, ADM), ensuring full compliance with UAE building codes, regulations, and FIDIC contract administration.

4. Construction & Site Management

• Provide robust oversight of construction activities through regular site visits, progress meetings, and coordination with the Site Management team.
• Ensure contractors and subcontractors adhere to agreed-upon schedules, budgets, quality standards, and HSE protocols.
• Review, evaluate, and approve contractor submittals, including RFIs, material samples, method statements, and variation orders.

5. Financial Management & Cost Control

• Take full ownership of the project budget, implementing rigorous cost control and cash flow forecasting measures.
• Approve interim payment certificates and final accounts based on verified milestones and work completion.
• Proactively identify financial risks and implement effective mitigation strategies to protect project profitability.

6. Risk, Quality & Compliance Management

• Develop, implement, and maintain project-specific risk management and quality management systems.
• Ensure adherence to all company policies, ISO standards, and statutory HSE regulations.
• Proactively identify potential issues related to timeline, cost, or quality and implement timely corrective actions.

7. Project Handover & Close-Out

• Lead the testing, commissioning, snagging, and final inspection processes to ensure a seamless handover.
• Manage the defects liability period, ensuring all snags are promptly and effectively resolved.
• Oversee the complete close-out of project documentation, archiving all records for legal, operational, and future reference.

Qualifications, Experience and Required Skill Set

• Education: Bachelor’s degree in Civil Engineering, Architecture, Construction Management, or related field (Master’s degree preferred).
• Experience: 5+ years within real estate development.
• Proven track record in delivering large-scale projects in the UAE/GCC.
• Familiarity with FIDIC or similar contract forms and UAE authority approval processes.
