Key Roles and Responsibilities
1. Construction Supervision & Contract Administration
-
Act as the primary on-site representative of the Owner's Consultant.

Supervise all construction activities related to civil, mechanical, electrical, instrumentation, and process systems.
-
Ensure compliance with contract documents, approved drawings, technical specifications, and applicable codes and standards.
-
Review and approve contractor’s method statements, work programs, material submittals, shop drawings, and technical proposals.
-
Monitor construction progress and report deviations from the approved schedule and budget.
-
Maintain daily site records, inspection logs, and site instructions.
2. Process & Technical Oversight (STP / WWTP/WPP)
-
Oversee construction and installation of treatment processes, including but not limited to:
-
Inlet works and screening systems
-
Grit removal systems
-
Primary treatment units
-
Biological treatment systems (Activated Sludge, MBR, MBBR, SBR, etc.)
-
Secondary clarifiers
-
Tertiary treatment and disinfection systems
-
Sludge thickening, digestion, dewatering, and disposal systems
-
Ensure that treatment processes meet design performance criteria and effluent quality requirements.
-
Coordinate with process designers and specialists to resolve site-related technical issues.
3. Quality Control & Assurance
-
Implement and enforce quality assurance and quality control (QA/QC) procedures.
-
Inspect completed works and witness testing activities.
-
Identify non-conformances and ensure corrective actions are implemented by the contractor.
-
Verify material compliance with project specifications and approvals.
4. Testing, Commissioning & Performance Verification
-
Review and approve testing and commissioning plans.
-
Supervise pre-commissioning, commissioning, and performance testing of all systems.
-
Verify that plant performance meets contractual guarantees (capacity, effluent quality, reliability).
-
Coordinate with operators during trial runs and handover phases.
-
Confirm readiness for provisional and final acceptance.
5. Health, Safety & Environmental Compliance
-
Ensure contractor compliance with HSE plans and local authority requirements.
-
Monitor safety practices and stop unsafe work when necessary.
-
Ensure environmental protection measures are implemented (odour control, effluent management, sludge handling, spill prevention).
-
Report incidents and ensure corrective measures are taken.
6. Coordination & Communication
-
Coordinate with contractors, subcontractors, designers, utility authorities, and regulatory agencies.
-
Chair and participate in site meetings, technical meetings, and progress review meetings.
-
Prepare and submit weekly and monthly progress reports to the Client.
-
Provide professional advice to the Client on claims, variations, delays, and disputes.
7. Documentation & Handover
-
Review and approve as-built drawings, operation & maintenance manuals, and training materials.
-
Ensure proper documentation for plant operation, maintenance, and warranty requirements.
-
Support the Client during handover, defects liability period, and final completion.
Qualifications & Experience
Education
-
Bachelor’s degree in civil engineering or mechanical engineering (mandatory).
-
Master’s degree is an advantage.
Professional Experience
-
Minimum
10–15 years
of relevant experience in STP/WWTP/WPP projects.
-
At least
5 years as a Resident Engineer or Senior Site Engineer or Construction Manager
in an Owner’s Consultant or Engineer’s role.
-
Proven experience with municipal or industrial wastewater treatment plants.
Technical Knowledge
-
Strong knowledge of wastewater treatment processes, hydraulics, and plant operation.
-
Familiarity with international codes and standards.
-
Experience with FIDIC or similar contract conditions is preferred.
Skills & Competencies

Strong leadership and decision-making capabilities.

Excellent communication and report-writing skills.

Ability to manage multidisciplinary teams and contractors.

High level of integrity, professionalism, and technical judgment.

Proficient in project management and engineering software.
Language Requirements

English: Fluent (written and spoken)

Arabic: Preferred for local projects (advantage)

May require extended working hours during critical construction and commissioning phases
