JOB
Under the supervision of the Public Works Department Director, to provide oversight, plan, direct, review, supervise, and manage activities and operations of the Roads, Fleet, Solid Waste and Traffic Division (Division) of the Public Works Department. The Division provides a wide range of services and includes the following operational functions: Roads, Fleet Services, Solid Waste, and Traffic Engineering.
EXAMPLE OF DUTIES
Oversee, plan, direct, review, supervise, and manage all aspects of the activities and operations of the
Division.Select, assign, train, direct, evaluate, supervise, schedule, approve leave for, and discipline subordinate staff (or make recommendations concerning the same);assure training and guidance for Division staff.Coordinates activities of the traffic division; analyzes and reports on present and anticipated County traffic flow and safety conditions; develops applications for state and federal funds for purpose of improving County wide traffic flow and safety conditions.May prepare and plan specifications for and oversee road design, construction, fabrication, placement and maintenance projects.Establish and maintain complete vehicle inventory program for all vehicles and equipment owned and leased by the County, which includes replacement, disposal, purchasing and leasing of vehicles and equipment.Administer and direct activities related to the collection and transportation of solid waste. Ensure solid waste collection sites and transportation methods are operating in a safe manner and incompliance with applicable laws and regulations.Develop, coordinate, implement, and manage road maintenance programs and operations.Responsible for project management for road projects of the County, including ensuring contractor compliance with time and budget parameters for the projects.Maintain regular contacts with engineers, construction project engineers, City and County personnel, State and Federal agencies, professional and technical groups and the general public regarding Division activities and services.Develop, plan and implement Division goals and objectives in accordance with Santa Fe County’s mission and values; establish priorities; and monitor the efficiency and effectiveness of Division work products through quality control and related activities.Assist the Public Works Department Director to develop and monitor financial and performance information; prepare special and recurring reports, proposals and contracts.Prepares specifications, bid documents, and inspection requirements for road and other Division projects.Coordinate assigned activities with other Divisions, Departments, and outside agencies as appropriate.Assist with the procurement of contracts, selection of contractors and vendors, and contract
oversight.Meet deadlines for projects.Develop, document, and periodically review Division policies and procedures.Attend meetings, conferences, and trainings as assigned.Perform related and other duties as required.Knowledge/Skills: Principles related to roads construction and maintenance and capital planning and development.Principles and practices of public and business administration, including planning, organizing, staffing, supervision, training and managing employees.Knowledge of road maintenance and construction methods; of the operation and maintenance of equipment; and of road materials and safety procedures.Knowledge of the principles and methods of solid waste management, including regulations, maintenance, and record keeping requirements.Knowledge of current regulations and practices used in solid waste operations.Ability to work through complex technical and administrative problems, evaluate alternatives, recommend solutions, and prioritize work.Ability to read and interpret complex contracts, design specifications, rules, and regulations.Ability to establish and maintain cooperative working relationships with a variety of public and private organizations, public boards and commissions, and County staff.Ability to work well under pressure and to multi-task to meet multiple and conflicting deadlines.Knowledge of office equipment, including computers, and computer software, including word processing, spreadsheets, and project management software.Knowledge of project management methods and technique; of supervisory techniques; and of applicable laws and regulations.Ability to communicate effectively verbally and in writing; to maintain confidentiality; to exercise judgment; to compile, analyze and interpret data; to present information in a clear and concise manner; and to read and interpret drawings, specifications, and

SUPPLEMENTAL INFORMATION
Working Conditions: Ability to sit, stand, stoop, walk, and perform other similar actions during the course oft he workday. Requires sufficient mobility to work in an office and field setting. Position requires continuous moderate or occasional heavy physical activity. Work may involve exposure to hazardous substances, potentially dangerous situations, and unpleasant work conditions such as adverse weather conditions. Incumbents may operate both office and physical equipment used in the field and occasionally will transport materials and supplies weighing up to 75 pounds. Incumbents require the ability to travel to various locations; must be able to see in the normal visual range with vision sufficient to read small print, computer screens and other printed documents; and must be able to hear in the normal audio range with or without correction. Work schedule may include evening and weekend hours and may require response to emergency conditions. Manual and finger dexterity required. May be subject to exposure to CRT’s, VDT’s and UV rays.Conditions of Employment: Selected candidate must submit to and pass a County paid pre-employment physical and drug/alcohol screening. Additionally, selected candidate must submit to and pass a county paid criminal back ground screening. Selected candidate must possess and maintain a valid New Mexico Class D Driver’s License as incumbent shall be appointed to drive a County vehicle during the performance of his/her duties.
