SCOPE OF WORK: Manages the development and delivery system of the CCSNH Rural Health Transformation (RHT) Grant Program across New Hampshire with overall responsibility for the expansion of RHT education and training offerings; facilitating business and industry connections and workforce development pathways; and overseeing all RHT grant activities, outcomes, and budgets, with a focus on leveraging resources to support statewide workforce needs. This position shall report to the Director of Workforce Development at CCSNH.

ACCOUNTABILITIES:

  • Develops and manages an integrated statewide RHT grant program delivery system.
  • Oversees all CCSNH RHT grant operations, activities, and budgets to ensure achievement of goals and deliverables, and regulatory compliance. Works collaboratively with internal partners, such as the CCSNH sponsored programs office, college Academic Affairs and Workforce Offices, and others to ensure a flow of information among entities.
  • Leads the statewide CCSNH initiative and deliverables and serves as liaison for all internal and external stakeholders including GO NORTH, Business & Economic Affairs, employers, state agencies, and other entities partnering in the implementation of the RHT grant across NH.
  • Recruits, trains, and supervises all RHT Healthcare Career Guidance Hub employees to include monitoring and evaluating performance, handling personnel matters in compliance with policies and procedures.
  • Partners with CCSNH College leaders in Academic Affairs to supervise related grant activities in the colleges academic programs, such as RN, LPN, technician and dental roles.
  • Works with staff to address and resolve grant-related issues, process grant modification requests, and develop and update RHT grant manuals.
  • Directs the marketing efforts for the RHT education and training programs to ensure a coordinated systemwide approach to meet the needs of the grant.
  • Completes, allows for review, and approves all GO NORTH quarterly and annual reporting including narrative reports.
  • Working in collaboration with the Director of Sponsored Programs, coordinates all GO NORTH grant monitoring visits and audits.
  • Communicates regularly with Senior Leadership Team and College Presidents to advise them on RHT initiatives throughout the state and obtain feedback on regional operations that overlap with college efforts.
  • Participates in statewide, regional, and Federal RHT related conferences and technical assistance efforts to ensure programmatic efforts are aligned with best practices and evidence-based models for RHT.
  • Monitors all data collection and performs data analysis to promote sustainability of the RHT grant.
  • Complies with all system, college, state and federal rules and regulations.
  • Other related duties as assigned.

MINIMUM QUALIFICATIONS:

Education: Master’s degree from a recognized college or university with major study in Health Professions, Nursing, Business Administration, Educational Management, Education, Public Health Administration, Behavioral Science, Humanities, or related discipline.

Experience: Six years' experience in grants administration or project/program management with experience in providing education and training for employers, five years of which must have been in a management level position involving administrative or supervisory duties concerned with program administration, program planning and evaluation, business management or related management experience.

OR

Education: Bachelor's degree from a recognized college or university with major study in Health Professions, Nursing, Business Administration, Education, Public Health Administration, Behavioral Science, Humanities, or related discipline.

Experience: Seven years' experience in grants administration or project/program management with experience in providing education and training for employers, four years of which must have been in a management level position involving administrative or supervisory duties concerned with program administration, program planning and evaluation, business management or related management experience.

License/Certification: Valid driver's license, or access to transportation for statewide travel.

RECOMMENDED WORK TRAITS: Knowledge of grant program administration and evaluation. Knowledge of state and federal laws relating to grants management. Proficient use of technology including Word, Excel, PowerPoint, and accounting software. Effective organizational, administrative, project management and problem-solving skills. Ability to express ideas and information clearly and concisely both orally and in writing. Ability to foster collaborative and effective working relationships with diverse populations and multiple constituents. Ability to work well in a team environment. Ability to work independently, exercise sound judgment in the performance of duties, and maintain confidentiality. Project management skills including the ability to define projects, prioritize and manage multiple projects, measure and evaluate progress and outcomes, and meet timelines while producing quality work. Ability to define problems, collect data, establish facts, recommend, and implement solutions in a timely fashion. Ability to prepare budgets. Must be willing to maintain appearance appropriate to assigned duties and responsibilities as determined by the college appointing authority.
