Job Description – Safety Officer (Interior Fit-Out)

Position: Safety Officer
Department: Health, Safety & Environment (HSE)
Location: Dubai, UAE
Reporting To: Project Manager

Job Summary

The Safety Officer is responsible for implementing and monitoring health, safety, and environmental (HSE) requirements across all interior fit-out project sites. The role ensures compliance with UAE regulations, client HSE requirements, company policies, and industry best practices to maintain a safe working environment and prevent accidents, injuries, and property damage.

Key ResponsibilitiesHealth & Safety Compliance

  • Implement company HSE policies, procedures, and project-specific safety plans.
  • Ensure compliance with UAE health and safety regulations, client requirements, and project HSE standards.
  • Monitor compliance with safe work practices and permit-to-work systems.
  • Ensure all workers use the required Personal Protective Equipment (PPE).
  • Identify workplace hazards and recommend corrective actions.
  • Monitor high-risk activities such as:
  • Work at height
  • Hot works
  • Electrical works
  • Lifting operations
  • Confined space entry (if applicable)
  • Ensure appropriate control measures are implemented before work begins.

Training & Awareness

  • Conduct site safety inductions for employees, subcontractors, and visitors.
  • Deliver toolbox talks and safety awareness programs.
  • Educate workers on emergency procedures, safe work methods, and hazard reporting.

Emergency Preparedness

  • Ensure emergency equipment, fire extinguishers, first-aid kits, and emergency signage are maintained and readily available.
  • Coordinate with project teams during emergencies.

Documentation & Reporting

  • Maintain HSE records, inspection reports, training records, permits, and risk assessments.
  • Ensure statutory safety documents are current and available on site.
  • Monitor subcontractor safety compliance and maintain relevant records.

Qualifications

  • Diploma or Bachelor's Degree in Engineering, Occupational Health & Safety, Environmental Science, or related field.
  • Minimum 3–5 years of HSE experience in interior fit-out, construction, or related projects within the UAE.
  • Valid UAE-approved safety qualification (NEBOSH IGC preferred).
  • Certification in First Aid, Fire Safety, or IOSH Managing Safely is an advantage.
  • Good knowledge of UAE construction and occupational safety regulations.

Key Performance Indicators (KPIs)

  • Zero fatalities and major incidents.
  • Reduction in Lost Time Injuries (LTI).
  • Timely closure of safety observations and corrective actions.
  • Completion of toolbox talks and safety training programs.
  • Compliance with site inspection schedules.
  • Positive client and consultant safety audit results.
