Location: Doha, Qatar (with site visits across projects)
Job Summary: The Scaffolding Project Operations Manager leads the planning, execution, and delivery of all scaffolding erection, dismantling, and related operations. With a strong Civil Engineering foundation, this role ensures projects meet safety, quality, schedule, and budget targets while complying with QCS, client HSE standards, and CISRS best practices. The position oversees multiple gangs and large-volume works, coordinating with clients, design teams, and internal resources.
Key Responsibilities:
- Oversee end-to-end project operations for scaffolding erection, modification, and dismantling across assigned contracts.
- Develop and implement project execution plans, resource allocation (manpower, equipment, materials), and progress schedules.
- Lead coordination with main contractors, clients (Ashghal, QatarEnergy, etc.), and internal teams for method statements, risk assessments, and work permits.
- Monitor project performance against KPIs (productivity, safety incidents, cost control, and quality).
- Ensure full compliance with QCS 2014 scaffolding requirements, TG20/NASC standards, and client-specific regulations.
- Conduct regular site audits, progress meetings, and client reporting.
- Manage change orders, variations, and commercial aspects in coordination with the commercial team.
- Mentor supervisors and foremen; support training and development of the 200+ CISRS team.
- Drive continuous improvement in productivity and safety performance.
- Prepare monthly progress reports, forecasts, and handover documentation.
Qualifications & Experience:
- Bachelor’s Degree in Civil Engineering (mandatory).
- 10+ years of progressive experience in scaffolding operations, with at least 5 years in a managerial role in Qatar/GCC.
- Strong background in large-scale construction projects (high-rise, industrial, infrastructure).
- Proven track record managing 50,000+ m³ scaffolding volumes.
- Deep knowledge of CISRS schemes, QCS, and Ashghal safety requirements.
- Valid Qatar driving license and ability to obtain necessary security clearances.
Skills & Competencies:
- Excellent leadership and team management skills.
- Strong project planning, budgeting, and commercial awareness.
- Proficiency in MS Project, Primavera, or similar tools.
- Outstanding communication and client relationship skills.
- Ability to work under pressure in a multicultural environment.
Pay: QAR8,000.00 - QAR15,000.00 per month
