JOB DESCRIPTION
CLASSIFIED MANAGEMENT

DEFINITION
Under direction of the Superintendent, plans, organizes, administers, and directs all District police, safety, and security operations; provides District-wide law enforcement and protective services; ensures compliance with applicable laws and regulations; supervises assigned personnel; and performs related duties as assigned.

SUPERVISION RECEIVED AND EXERCISED

Receives administrative direction from the Superintendent. Exercises direct supervision over sworn police personnel personnel, contracted security services, and assigned support staff.

CLASS CHARACTERISTICS

This is a single-position executive-level classification responsible for full management of the District’s School Police Department. The incumbent exercises independent judgment in interpreting laws, regulations, and District policy; directs sensitive investigations; manages departmental resources; and serves as the District’s chief law enforcement authority. Work involves high-level decision-making, crisis response, and coordination with outside agencies.

EXAMPLES OF TYPICAL JOB FUNCTIONS

1. Plan, organize, control and direct law enforcement and security activities for the school district; serve as a peace officer of the State of California as authorized by Section 830.32(b) of the California Penal Code; serve as the district chief of police as authorized by Education Code 39670.

2. Plan, organize and direct the district school police services program in compliance with POST (Peace Officer Standards and Training) standards and regulations; advise school administrators on security and protective services, and conduct in-service programs for district personnel.

3. Direct and participate in confidential and sensitive internal investigations as required by the Superintendent; review reports of criminal activity, and other investigations generated by assigned staff; recommend appropriate action; assure completed investigation reports are submitted to appropriate district staff for incidents involving potential suspension, dismissal or expulsion of pupils from schools of the district.

4. Direct the preparation and maintenance of detailed records of department functions and activities such as investigation, crime, fire and intrusion alarm reports.

5. Train and evaluate the performance of assigned staff; provide for continuing department staff training programs in law enforcement and security techniques and procedures, develop work schedules to provide maximum departmental services; interview and select employees and recommend transfers, reassignment, termination and disciplinary actions.

6. Plan, organize and implement long and short-term programs and activities designed to develop assigned programs and services.

7. Direct the preparation and maintenance of a variety of narrative and statistical reports, record and files related to assigned activities and personnel.

8. Maintain current knowledge of applicable provisions of the Education Code, Penal Code, Municipal Code, Safety Code, FCC and other official regulations affecting activities of School Police Services Department.

9. Communicate with other administrators, personnel, and outside organizations to coordinate activities and programs, resolve issues and conflicts, and exchange information.

10. Develop and prepare the annual preliminary budget for the School Police Services Department; analyze and Review budgetary and financial data; control and authorize expenditures in accordance with established limitations.

11. Operate a computer and assigned software programs; operate other office equipment as assigned.

12. Review existing and pending legislation related to School Police Services operations and recommend origination, modification, or support of legislative measure.

13. Fulfill field duties in the absence of assigned staff.

14. Direct security coverage for athletic and other pupil or public event activities in cooperation with site administrators.

15. Assist with the restitution program for recovery of district losses due to theft and vandalism.

16. Attend and conduct a variety of meetings as assigned.

17. Establish and maintain relations/membership with local, state and federal agencies, and associations to remain current on programs and issues that affect School Police Services.

18. Coordinate, assist and monitor School Safety and Emergency Preparedness Plans.

19. Work with Student Intervention and Attendance department in the best interest of individual students and families.

20. Contact families, including making home visits related to school issues.

21. Attend Student Attendance Review Board (SARB) meetings or send a designee as needed.

22. Serve subpoenas or send a designee as needed.

23. Provide leadership in District-wide emergency response, threat assessment, and crisis management.

24. Develop policies, procedures, and training standards for School Police operations.

25. Coordinate the review and resolution of complaints against school police officers according to established standards.

26. Perform related duties as assigned.

MINIMUM QUALIFICATIONS

EDUCATION AND EXPERIENCE:

· High school diploma or G.E.D. from an accredited institution.

· Possession of, or ability to obtain, a valid Basic POST Certificate (Peace Officer Standards and Training).

· Bachelor’s degree in Criminal Justice, Public Administration, or a related field is desirable.

· Eight (8) years of law enforcement experience, including at least two (2) years of a management or supervisory experience at the rank of Sergeant or higher, or in a position with equivalent supervisory responsibilities.

· Proven experience with community-oriented policing in a culturally diverse community is desirable.

· Equivalent combinations of education and experience that meet minimum qualifications may be considered.

KNOWLEDGE OF

· Principles and practices of administrator, supervision and training

ABILITY TO

WORK ENVIRONMENT: This position will include district office and school environment. The employee is subject to demanding timelines, and constant interruptions. Occasionally exposed to outside weather conditions; works indoors and outdoors. Occasionally works evenings, weekends, and overtime.

PHYSICAL ABILITIES: Must maintain P.O.S.T. physical standards, including mobility and physical strength and stamina to respond to emergency situations and apprehend suspects. Must be able to lift, carry, push, and/or pull items up to 100 lbs. Must be able to operate a motor vehicle; vision to maintain firearms qualification. Must be able to read printed materials and computer screen, discern colors, and work in a night setting. Hear and speak to exchange information in person, or on the telephone. Possess dexterity of hands and fingers to operate a computer keyboard. Stand, walk, run, bend at the waist, kneel or crouch, and be able to climb a stool or ladder.

HAZARDS: Extended viewing of computer monitor; exposure to verbal abuse and harassment, subject to anti-social or violent behavior; subject to illegal or violent situations, and sitting, standing, or walking for an extended period of time.

OTHER: Possession of a valid California driver's license is required. Applicant must be a citizen of the United States, or a permanent resident alien, who is eligible for and has applied for citizenship (Government Code 1031).

BACKGROUND INVESTIGATION & TESTING: The selected applicant will be fingerprinted, and must receive Department of Justice, FBI, Firearms, and Child Abuse Index clearance (paid for by the successful candidate). A thorough P.O.S.T. background check will be made. The elected applicant must also successfully pass psychological testing; a P.O.S.T. standard physical. A tuberculosis test is required.

Pay: $114,053.00 - $141,320.00 per year
